Ms. Houser expressed concern on the following issues: ease of pedestrian unloading; possibility of delivery trucks being parked in front of the Happy Texan Restaurant, making deliveries which could take several hours; the fact that the Happy Texan operates an outdoor patio which, if the operation of a truck was not shut-off, could be filled with gas fumes; and the suggestion that two loading spaces be marked for truck unloading zones and two spaces be marked for pedestrian unloading zones. Ms. Houser presented an "Opinion Poll" concerning the unloading spaces on the 100 Block of East Elkhorn Avenue. The poll was circulated among merchants in the 100 Block of East Elkhorn Avenue. Steve Nytes was also present stating his desire to "protect the loading zones." A question and answer period followed with the Committee delaying action on this request to allow review of the following agenda item. CONFIGURATION OF LOADING ZONES - HOURS AND PURPOSES: Chief Ault presented a revision of Schedule IX of the Model Traffic Code for the Committee's review. NAME OF STREET Cleave Street DESCRIPTION Beginning at a point 316 feet West of the Intersection with Big Horn Drive and ending at a point 366 feet West of Big Horn Drive West Elkhorn Loading Zones for Commercial Avenue Deliveries Only 100 Block East Elkhorn Avenue MacGregor Avenue Parking Lot #3 (Post Office) All four Loading Zones for Commercial Deliveries Only (includes passenger loading and unloading) 120 feet North of Elkhorn Avenue - Handicapped Parking Handicapped Parking HOURS STOPPING, STANDING OR PARKING LIMITED South Side 7:00 A.M. - Noon/ Tow Away Zone No Parking/Loading Zone/Tow Away Zone - All Hours East Side South end - Center space "Bollards" will be used to separate the loading zones from the traffic flow on East Elkhorn Avenue. The Police Department will inform trucking companies of the Committee's desire that all deliveries be made by 12:00 Noon. Following discussion, the Committee recommends enacting revised Schedule IX of the Model Traffic Code, as presented; and, should additional revision be necessary, returning to the Committee for further review. STAGECOACH CONCESSION: Chief Ault advised the Committee he had been in contact with Dean Stipp, Assistant Maintenance Superintendent and Al Chotvacs, District Engineer, State Highway Department concerning Jack Wiley's request to operate a stagecoach concession. Chief Ault requested Mr. Wiley submit a copy of the proposed operating schedule, routes, and liability insurance. Currently Mr. Wiley is experiencing difficulty in complying with zoning regulations. Mr. Wiley did not appear before the Committee and no further action was taken at this time. REPORTS: Officer Dougherty reported approximately 100 children have been video-taped in conjunction with the "Ident-A-Care" Program. Additional children will be taped May 18, 19, 1985. Approximately 40-50 bicycles are in storage and the need has arisen to dispose of them; Chief Ault requested authorization to hold an Auction to sell the bicycles and offer over -time pay for Police Department Officers conducting the Auction. All money received from the Auction will be deposited in the General Fund. The Committee recommends Chief Ault be authorized to hold an Auction, reimbursing Police Officers involved on an over -time basis. There being no further business, the meeting adjourned.
