RECORD OF PROCEEDINGS / Public Safety Committee August 5, 1985 Committee: Chairman Laing, Trustees Aldrich and Graves Attending: All Also Attending: Town Administrator Hill, Chief Ault, Fire Chief Rumley, 1st Assistant Fire Chief Watson, Finance Officer Vavra, Stanley Park Manager Scott, Clerk O'Connor Absent: None LOUIS O'RIORDAN - POLICE DEPARTMENT AND MUNICIPAL COURT: Pursuant to Mr. O'Riordan's request, he was included on the Committee's agenda; Mr. O'Riordan did not appear. ABUNDANT LIFE CHRISTIAN CENTER, 340 SOUTH SAINT VRAIN AVENUE, PASTOR JOHN WILSON: Pastor Wilson appeared before the Committee requesting the following: 1. A speed reduction from 35 MPH to 25 MPH in front of the Christian Center. Pastor Wilson would like to see the speed reduced from the Barleen Country Music Theatre toward the junction of Highways 7 and 36; 2. A pedestrian crosswalk crossing Highway 7 from Manford Avenue or Fourth Street; 3. A surveillance device to aid the Police Department in prosecuting offenders of the speed limit. Following discussion, the Committee recommends Chief Ault contact the State Highway Department and obtain criteria the Department uses in determining the need for speed reductions and crosswalks, returning to the Committee for further review. FIRE DEPARTMENT - REVIEW OF RADIO EQUIPMENT PROPOSALS: Fire Chief Rumley presented radio equipment proposals from the following firms: Gemini Communications, Fort Collins TOTAL BASE BID $8,119.50 Motorola, Inc., Denver TOTAL BASE BID $9,961.25 The Fire Department has received their own radio frequency; when all equipment has been installed, they will no longer be using the Town radio frequency. Motorola will maintain the Fire Department's radio equipment regardless of the make and model of the units. A total of $8,500 was budgeted for radio equipment in 1985. In checking Gemini Communications' references, Chief Rumley stated no negative comments were received. The Committee recommends the low bid in the amount of $8,119.50 submitted by Gemini Communications be approved. ASPENFEST - 10K ROAD RACE: Police Chief Ault informed the Committee the Estes Park Ambulance Service, in conjunction with Estes Park's Aspenfest Celebration, is requesting approval to hold a 10K Road Race at 9:00 A.M, Saturday, September 21, 1985. The race will head south of BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - August 5, 1985 - Page two Stanley Field, loop through Carriage Hills, and return on the bike path bordering Highway 7. The use of three aid stations and 20 race marshals will be incorporated into the race which will benefit the Ambulance Service. The Stanley Park Committee has approved the 1-mile Fun Run which will be held in conjunction with the 10K race. Chief Ault stated State Highway approval must also be obtained prior to the event. Following discussion, the Committee recommends approval of the 10K road race on streets located within Town limits. SEASONAL OFFICERS - TERMINATION DATE: Chief Ault stated the termination date for summer officers set by the Committee April 25, 1985 was August 18th. Due to the extend- ed traffic, Chief Ault requested the summer officers' termination date be extended through Labor Day Weekend. Nine summer officers are currently employed; however, there is a possibility all nine officers may not be available through September 2, 1985. An estimated expenditure, which was not included in the Budget, is $8,672.40. The Committee discussed alternatives and recommends extending the summer officers' termination date through Labor Day Weekend with a "not -to -exceed" expenditure of $8,672.40, with the appropriation being taken out of the Contingency Fund. The Committee also proposes adjusting the permanent police officers' schedule to allow them to perform traffic control for the remaining weekends through September, if needed. LONG'S PEAK SCOTTISH HIGHLAND FESTIVAL - REQUEST TO PLACE TRUCK ON EAST ELKHORN AVENUE SEPTEMBER 7, 1985: In a letter dated August 5, 1985, Jim Durward, representing the Long's Peak Scottish Highland Festival, requested authorization to place a flat-bed truck in front of the Hupp Hotel on East Elkhorn Avenue to accommodate the judges and speakers during the parade scheduled September 7th from 10:00 A.M. to 10:30 A.M. The truck would be parked at approximately 9:30 A.M. through the duration of the parade. Chief Ault recommends a driver be kept with the vehicle at all times should the truck be required to move in case of an emergency. The Committee recommends approval of the request. Chief Ault informed the Committee, Mr. Durward expressed a desire to amend his request regarding prohibiting parking on Manford Avenue to not allowing parking on Community Drive adjacent to Stanley Park. The Committee approved Mr. Durward's preliminary request March 13th. The Committee recommends approval of Mr. Durward's amended request to prohibit parking on Community Drive during the Scottish Highland Festival. REPORTS: The Committee discussed the possibility of obtaining radar equipment for the Police Department and stated they were recep- tive to the idea and would consider the item further pending a formal presentation. Upon the Committee' s request, staff will investigate the one-way traffic lane located at the Post Office Parking Lot for possible improvement of signage.
