HomeMy WebLinkAboutMINUTES Public Safety Committee 1985-03-13BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Safety Committee March 13, 1985 Committee: Chairman Laing, Trustees Aldrich and Graves Attending: All Also Attending: Town Administrator Hill, Acting Police Chief Elste, Finance Officer Vavra, Officer Cazan, Fire Chief Rumley, Clerk O'Connor ALARM MONITORING SYSTEMS - REPORT: Acting Police Chief Elste reported the current subscribers' opinion on converting from the Police Department monitoring system to a private monitoring system is negative. The monitor- ing panel now located in the Police Department is owned by Wells Fargo, Sunset Security requested all alarms be monitored by a private system. Discussion followed with the Committee recom- mending taking this item under advisement, obtaining a written legal opinion from the Town Attorney, and having Staff contact other municipalities regarding the licensing and regulating of private alarm monitoring systems. "DOG AT LARGE" ORDINANCE: Acting Police Chief Elste presented a proposed "Dog at Large" ordinance which contained a section on controlling animal waste. Town Attorney White is in the process of reviewing the ordinance. A question and answer period followed. The Committee recommends adoption of the "Dog at Large" ordinance. Acting Police Chief Elste stated that in an effort to make the public aware of the ordinance, a condensed version, printed on cards will be avail- able for all citizens. AUTHORIZATION TO PURCHASE TWO PATROL VEHICLES: The following bids were received on two 1985 LTD 4-door Sedans containing the Police Package: BIDDER Ghent Motor Company Fort Collins Dave Taylor Ford, Inc. Longmont Rains Estes Park Ford Estes Park BASE PRICE FLEET DISCOUNT NET PRICE $10,474.57 $10,474.57 $10,946.02 $ 300.00 $10,646.62 $10,530.07 $10,530.07 The amount budgeted in 1985 for the two patrol vehicles was $20,000. Ghent Motor Company was the low bidder by $55.00; however, Rains Estes Park Ford has offered to purchase the two Plymouth trade-in vehicles for the amount of $1,200. Justifying the trade-in offer and local warranty service availability, the Committee recommends accepting the proposal submitted by Rains Estes Park Ford. BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Safety Committee - March 13, 1985 - Page two AUTHORIZATION TO PURCHASE TWO TYPEWRITERS: Acting Police Chief Elste presented the following bids on two typewriters: BIDDER PRODUCT NET PRICE Pratt's Office Products Olympia Electronic Estes Park Compact 2 (Inter- face is built-in) Weatherly Office Products Fort Collins IBM Denver Sales Office Lewan & Associates Boulder Teal Electronic Model 270 IBM Electric Personal Typewriter Olympia Electronic Compact 2 $ 958 $1,190 $1,190 $1,020 The computer interface is available on the Teal Electronic Model 270 for an additional cost. The Olympia Electronic Compact 2 has the "interface" already built-in which could be used as a word processor along with the computer. The amount budgeted in 1985 for the typewriters was $1,100. Prices quoted were for two typewriters. The Committee recommends accepting the bid proposal in the amount of $958 from Pratt's Office Products. ROCKWELL STREET - TRAFFIC REVIEW: The Committee reviewed a letter dated March 13, 1985 submitted by J. Scott Webermeier, President, Estes Area Merchants Association regarding the management of automobile and pedestrian traffic located at the intersection of Rockwell Street and East Riverside Drive. The Association expressed concern for the pedestrian exchange between the Miners Assay Exchange Building and the Municipal Parking Lot. The Committee recommends Acting Police Chief Elste advise the Association how the Town intends to stripe this area and where pedestrian crossing signs will be located following completion of construction; adding further that the area will be monitored very carefully and should a public safety situation arise, resolving the situation at that time. SCOTTISH HIGHLAND FESTIVAL - REQUEST FOR NO PARKING ON MANFORD AVENUE: As referred by the Stanley Park Committee March 4, 1985, the Committee reviewed Dr. Durward's request to not allow parking on Manford Avenue (approximately 1/2 block long) during the 1985 Scottish Highland Festival. Upon Acting Police Chief Elste's recommendation, the Committee recommends approving Dr. Durward's request and not allow parking on Manford Avenue during the Scottish Highland Festival. FIRE DEPARTMENT - REQUEST FOR PROPERTY FOR TRAINING CENTER: Fire Chief Rumley requested the Committee consider obtaining property for the installation of a three-story training tower. Approximately 1h to 2 acres with access to water will be required. Training sessions would occur approximately twice per year. The Committee recommends Fire Chief Rumley submit a list of possible sites for their review. The Estes Park Police Department will contact the Boulder Police Department regarding the Video Tape Program used for the identi- fication of children. The information obtained is kept on file and acts as a deterrent in kidnapping. There being no further business, the meeting adjourned. MAR 2 61985.
