Pepperwoods, Dick Stouffer/Western Camera Absent: None MUTUAL AID AGREEMENT BETWEEN THE ALLENSPARK FIRE PROTECTION DISTRICT AND THE TOWN OF ESTES PARK: Mr. Bruce Kester, President, Allenspark Fire Protection District, addressed the Committee concerning a Mutual Aid Agreement between the District and the Town. Fire Chief Rumley stated the Department had referred the Mutual Aid Agreement to Town Attorney White; no further action has taken place. Attorney Lyons stated he had been in contact with Town Attorney White desiring information as to the determination of the Estes Park Volunteer Fire Department being a separate and distinct entity from the Town. Town Attorney White is also investigating whether or not the Town's insurance carrier would protect the Town should the Fire Department serve areas outside Town limits. Further communication between the aforementioned attorneys will take place. Discussion followed with regard to the duplication of efforts between Allenspark and Estes Park, resolving the issue by Chief Rumley confirming the fact that it is the Allenspark Fire Protection District's request that should emergency telephone calls be received on the Estes Park 911 number for the Allenspark District, the Estes Park Police Department is requested to first notify Boulder Communications on the 586 exchange with the Estes Park Volunteer Fire Department not responding to the call. Mr. Kester's primary area of concern was in resolving communications efforts such as time delays in notification of the proper authorities between the Estes Park Police Department, Boulder Communications and Allenspark. Allenspark does not have use of the 911 emergency telephone number; however an Estes Park exchange telephone number (586-2341) has been installed for use in all Allenspark emergency situations. The 586 exchange is monitored by Boulder Communications; they in turn dispatch the Allenspark emergency service organizations. Discussion followed on existing policy with Mr. Kester advising the Police Department that all emergency notification should occur using the 586-2341 telephone number in lieu of the Boulder Communications telephone number. Mr. Kester will submit a letter to the Town confirming this change in procedure as soon as possible. LOUIS O'RIORDAN - POLICE DEPARTENT AND MUNICIPAL COURT: Pursuant to Mr. O'Riordan's request, he was included on the Committee's agenda. Mr. O'Riordan did not appear. BOB CHENEY, ESTES PARK VOLUNTEER FIRE DEPARTMENT - FIRE INSPECTION PERSONNEL: ' Mr. Cheney addressed the Committee stating that due to the growth of Estes Park, increasing demands have been placed on the Fire Chief. A Fire Marshal's duties would consist of investigating fires, performing educational programs for the general public and reviewing building plans, ensuring conformance with fire codes. The Fire Marshal would have the authority to issue citations due to non-conformance to fire codes. The Committee recommends referring this item to Town Attorney White for a legal opinion. FABRICIO LeDOUX, LeDOUX'S DANISH CONE PARLOUR - PEDESTRIAN CROSSWALK, EAST ELKHORN AVENUE: Mr. LeDoux initially requested an appearance before the Committee to discuss the pedestrian crosswalk located near 234 East Elkhorn Avenue. Mr. LeDoux was very concerned that vehicles were not yielding to pedestrians in the crosswalk. Two "Yield to Pedestrians in the Crosswalk" signs have since been placed near the crosswalk (near LeDoux's Ice Cream Parlour and the Photo Hut on East Elkhorn Avenue) and Mr. LeDoux stated the "problem has been taken care of" and expressed his appreciation to Chairman Laing and staff. Chief Ault stated Mery Miller/State Highway Department will review other crosswalk areas to ensure public safety. LOADING ZONE, EAST END OF CLEAVE STREET - SAM PARKER: Mr. Parker addressed the Committee seeking the addition of a loading zone located on the east end of Cleave Street. Installation of the loading zone would eliminate two or three parking spaces and take away one curb cut; however, Mr. Parker has contacted approximately ten area merchants, all have expressed their approval. The Committee recommends approval of the loading zone located on the east end of Cleave Street. Regarding pedestrians using the crosswalks, Mr. Parker suggested an effort be made to educate the public by placing signs in all major parking lots urging the pedestrian to cross in crosswalks. The Committee will take this item into consideration during the 1986 Budget Work Sessions. REPORTS: Bob Cheney, Estes Park Volunteer Fire Department, urged the Committee to recommend adoption of the Uniform Fire Code. The Committee recommends this item be referred to the Code and Sanitation Committee. Fire Chief Rumley submitted a proposal prepared by the Estes Park Volunteer Fire Department dealing with the Fire Department Training Facility. The proposal is attached to the June 27, 1985 minutes and made a part of the record of proceedings. The Police Officers' Auction was held Saturday, June 22, 1985 and resulted in a collection of $709.20. As authorized by the Committee May 13, 1985, the money will be deposited in the General Fund. Five officers will be reimbursed at $10.00/hour for a total of 14 overtime hours. With regard to the Urban Renewal Authority's newly acquired property located on Cleave Street which will be used as a parking lot, the Committee recommends retaining the policy of limiting parking to two -hours. Signage stating the parking limit will be installed upon preparation of the parking lot. There being no further business, the meeting adjourned. 'APPROVED' JUL 919131 TOWN OF ESTES PARK BOARD Of TRUSTEES Vickie O'Connor, Town Clerk ESTES PARK FIRE DEPARTMENT (Volunteer) Esfes Park, Colorado 80517 DATE: June 27, 1985 TO: Public Safety Committee Town of •Estes Park SUBJECT: Fire Department Training Facility -PROPOSAL- - It is the concensus of the members of the Estes Park Volunteer Fire Department, that having a facility where potential fire and rescue situations can be staged would be of great benefit to the community. Such a facility would allow "hands on" practice to augment classroom instruction and would add to the readiness, efficiency, and safety of the Department in handling actual emergencies. The lack of such a facility has been cited in past inspections of fire protection in our community. The following is an outline of facilities which would be required, together with site facilities; FIRE TRAINING BUILDING: A one-story concrete building, 20 to 30 feet square, in which various fire situations could be simulated. Actual fires would be started and extinguished. TRAINING TOWER: Approximately 40 feet high, 12 to 15 feet square, with several platforms to simulate floors of a structure. To be used for ladder drills and practice of rescue from structures. FLAMMABLE. LIQUID -PIT: A shallow sand -filled pit, 10 to 12 F(E'r in diameter in which fires would be started and extinguished to simulate spilled flammable liquid situations. FLAMMABLE LIQUID TANK TRUCKS: An old tank truck on and around which fires would be started and extinguished. LIQUID PROPANE GAS TANK TRUCKS: Same use as stated above for Flammable Liquid Tank Trucks. LIQUID PROPANE GAS STORAGE TANKS: Same as stated above. -PROPOSAL - Page 2 LIQUID PROPANE GAS FIRE TREE: An apparatus of piping approximately 6 feet high and 6 feet wide with which open Liquid Propane gas fires are simulated. AUTOMOBILES: One or two vehicles which fire fighting and rescue can be practiced. In considering necessary space for the above facilities, room must be allowed around each to manuever equipment and men. -SITE CONSIDERATIONS - WATER SUPPLY: A reasonalbe distance from nydrant. ACCESSABILITY: In any weather. DISTANCE FROM FIRE STATION: In case of a fire call, equipment left at the station can be activated in a reasonable amount of time. NEIGHBORS: Consider the impact of smoke, noise, danger, distraction, etc. STREAM CONTAMINATION: Can drainage of water used be controlled. From observation of training facilities of other departments, we feel that three or four acres would be adequate, although a larger area would be more desireable, considering future needs are difficult to identify. The cost of the physical items and improvements could be held to a minimum by using donated labor and materials. In closing, we urge your serious consideration to this matter.
