"DOG AT LARGE" ORDINANCE:
Police Chief Ault presented the proposed "Dog At Large"
Ordinance, which included Section 17.12.110 Dog Waste Removal,
amending Chapter 7 of the Municipal Code which was prepared by
Town Attorney White. Following review, the Committee recommends
approval of the "Dog At Large" Ordinance.
ROCKWELL STREET - TRAFFIC REVIEW:
The Committee reviewed a sketch presented by Chief Ault indicat-
ing the location of new "stop ahead" and "stop" signs, including
the addition of a pedestrian crosswalk located on the south side
of the intersection of Rockwell Street and East Riverside Drive.
1985 PARKING ENFORCEMENT - EAST ELKHORN AVENUE:
The Committee reviewed the 1984 schedule of removing parking on
East Elkhorn Avenue and recommends the policy be continued
whereby no parking will be allowed on East Elkhorn Avenue begin-
ning Friday morning, May 24, 1985 prior to Memorial Day Weekend;
with parking allowed Monday morning, September 30, 1985.
Chief Ault advised the Committee the summer officers, including
the Parking Officer, will begin June 16, 1985 and work through
August 18, 1985.
REPORTS:
Chief Ault is awaiting a legal opinion from Town Attorney White
regarding Alarm Monitoring Systems.
The two patrol vehicles authorized March 13, 1985 have been
ordered; delivery is anticipated in mid -June.
Officer Dougherty presented a report submitted by the Estes Park
Police Officers Association concerning a child identification
program. An expression of cooperation ha.s been received from the
Estes Park Volunteer Fire Department, Kiwanis Club, Cable Sys-
tems, Inc. and the Park School District. The program will be
entitled "Ident-A-Care" and will be initiated in conjunction with
the Colorado Crime Stoppers Program. The purpose of the program
is to video tape and fingerprint all the children in the area;
children between the ages of one year to 18 years will be includ-
ed. A letter, explaining the program, along with a "permission
form" and "information form" (which requests detailed description
of each child) will be mailed to each family in the School
District.
Jack Wiley presented a proposal for a "Stagecoach Concession"
operating during the 1985 summer months. Mr. Wiley stated he had
several years of experience providing this type of entertainment
for the public. The proposal requested fifty feet of parking
space in front of the Library, listed three possible routes and
indicated hours of operation and fees. The team would consist of

two horses. Following discussion, the Committee recommends this
item be referred to Police Chief Ault and Town Attorney White for
their recommendation, followed by the Committee's review.
The next meeting of the Public Safety Committee will be held
Monday, May 13, 1985 at 2:00 P.M.
