RECORD OF PROCEEDINGS ✓ Public Safety Committee September 26, 1985 Committee: Attending: Also Attending: Chairman Laing, Trustees Aldrich and Graves Chairman Laing, Trustee Graves Town Administrator Hill, Police Chief Ault, Fire Chief Rumley, Officer Cazan, Clerk O'Connor Absent: Trustee Aldrich SOCCER TEAM - AUTHORIZATION TO SPONSOR: Police Chief Ault informed the Committee of a request to have the Police Department sponsor a group of youngsters in the local Soccer Team. Funds in the 1985 Budget were budgeted for this type of purpose; the estimated expenditure is $150 which will provide the t-shirts and a coach. With an excellent opportunity to establish a good relationship with youngsters, the Committee recommends Chief Ault be authorized to have the Police Department sponsor a group in the Soccer Team. RADAR PRESENTATION: Officer Cazan presented information regarding the use of radar. The Police Department views the use of radar as a necessary tool in performing their duties. It is anticipated that with the use of radar, a reduction of speed limit violators and existing unsafe conditions in pursuing a vehicle will be realized. The Larimer County Court System will no longer accept patrol car speedometer clocking as a means of prosecuting violators of the speed limit. Law Enforcement Guidelines in the use of radar would be set prior to use by the Officers. An expenditure of approximately $1,500 - $3,000 would be incurred in installing radar in the patrol cars. Training and certification for each officer would be an additional expense. The Committee discussed the importance of retaining good public reations with the citi- zenry and overall safety of Police Department operations, recom- mending the matter be taken under advisement, with additional information being presented at the next Public Safety Committee meeting scheduled for October 24, 1985. CRIME PREVENTION BROCHURES - DISCUSSION: The Committee discussed existing policy whereby the distribution and expense of providing miscellaneous crime prevention brochures for the public were the responsibility of the Police Department. Another option would be seeking donations from area merchants. The Committee recommends retaining the existing policy of providing the service through the Police Department Budget. CRIME STATISTICS IN ESTES PARK - REVIEW: Chief Ault informed the Committee of a 9.31% decrease in "Part 1" crimes and a 12.55% increase in "Part II" crimes from January - August, 1984. A total of 97 DUIs occurred in 1984; 113 DUIs have occurred thus far in 1985. 1986 BUDGET: The Committee discussed and reviewed the first draft of the Police Department Budget for 1986. In reviewing the Fire Depart- ment Budget, Town Administrator Hill submitted an estimated cost analysis for the addition of a Fire Marshal. Chief Rumley will take the cost analysis, which indicated an estimated expenditure in the amount of $45,278 for the first year (1986), to the Estes BRADFORD PUBLISHING CO.
