COMPUTER SYSTEM - REVIEW OF BID PROPOSALS:
Supervisor Clark informed the Committee bid proposals for the
Police Department computer system were received from:
NCR Corporation - Denver
Westcom Computer (NEC) - Denver
Nixdorf Computer - Denver
Long's Peak Computers - Estes Park
Following an initial study of each system and their related
costs, the Nixdorf and Long's Peak systems were selected for
further consideration. Both systems offer adequate hardware,
software, system support and growth potential. The bid proposals
were as follows:
NIXDORF COMPUTER:
8850 Micro 5-10 MB Hard Disk, including back-up,
printer, software $25,599
LONG'S PEAK COMPUTERS
586T 40 MB Hard Disk, including printer interface,
Criminal Information Packages, database management
system $22,195
The Committee discussed "lease option" possibilities, the 1985
budget amount which was $15,000, delivery, maintenance, and the
possibility of the Fire Department adding a terminal to the
Police Department computer system. The Committee recommends
adjusting the General Fund Capital Budget - Equipment Account to
fund the computer system. The traffic cones and tear gas expen-
ditures will be eliminated. The Committee recommends the Police
Department be authorized to purchase from, Long's Peak Computers,
the computer equipment for the bid price of $22,195.
RADAR PRESENTATION:
Officer Dougherty presented additional information regarding the
use of radar. Highway Patrol Officer Smee outlined procedures
used by the Highway Patrol, accuracy of the radar itself, the
opportunity to perform vehicle safety inspections, educating the
public, maintenance, and the public image of radar. The Commit-
tee expressed concern in the following areas:
1. Reputation of neighboring municipalities - being known
as "speed traps";
2. Image - specifically that Estes Park is a tourist town,
serving as host for many visitors;
3. Misuse of the radar equipment;

4. Negative reaction by the public - the need to have all
citizens informed of the facts.
Following additional discussion, the Committee recommends Police
Chief Ault prepare and submit a set of guidelines for the use of
radar for review by the Committee.
FAIR LABOR STANDARDS ACT - DISCUSSION:
The Police Department was most greatly affected by the Fair Labor
Standards Act which was adopted by the Board of Trustees Septem-
ber 16, 1985. Chief Ault and Finance Officer Vavra prepared a
list of policy changes for the Police Department as related to
the Act. Items addressed were: work period, overtime wages,
compensatory time, daily work schedule, meal breaks, shift
trading, court time, and outside employment. Additional cost to
the Department, due to court appearances, is approximately $7,500
- $8,000. Police Chief Ault advised Town Attorney White had
reviewed the policy changes. The changes will be included in the
Departmental Manual prepared for the Police Department.
1986 BUDGET:
The Committee reviewed and discussed the fourth draft of the Fire
and Police Department 1986 Budget. Fire Chief Rumley advised the
Fire Department recommends the addition of a Fire Marshal be
tabled at this time. The Committee recommends the Fire Marshal
position be deleted from the 1986 Budget and added to the 1987
Budget.
