HomeMy WebLinkAboutMINUTES Public Safety Committee 1985-02-14BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Safety Committee February 14, 1985 Committee: Attending: All Also Attending: Chairman Laing, Trustees Aldrich and Graves Town Administrator Hill, Acting Police Chief Elste, Finance Officer Vavra, Fire Chief Rumley, Odd Lyngholm, Clerk O'Connor SUNSET SECURITY ALARM SYSTEM - REQUEST BY ODD LYNGHOLM: Mr. Odd Lyngholm was present requesting the Police Department no longer monitor alarm systems as a community service. Mr. Lyngholm, owner of Sunset Security, stated he has been involved in security surveillance work for more than 20 years and has offered security systems in Estes Park for the past two years. Mr. Lyngholm has 20 alarm systems installed at the present time and retains two full-time employees. Sunset Security charges $30/month to monitor alarm systems. Acting Police Chief Elste stated the greatest majority of alarms monitored by the Police Department, approximately 35, are commercial accounts. Mr. Lyngholm stated he would not assess a fee to customers for conversion of existing Police Department -monitored alarms to Sunset Security. Following discussion, the Committee recommends this item be referred to Town Attorney White for his review and evaluation and also that the Police Department contact existing subscribers to obtain their opinion as to conversion to a private monitoring system. AUTHORIZATION TO PURCHASE VIDEO CASSETTE RECORDING EQUIPMENT: Acting Police Chief Elste advised the Committee he has received a bid in the amount of $449 from the local Radio Shack Dealer for a Panasonic Model PV1231R video cassette recorder. This item was budgeted in 1985. The recording equipment would also be used by the Fire Department. Chief Elste also advised the Committee, an excess of approximately $50 would remain in this account which could be used to purchase blank tapes. The Committee recommends the Police Department be authorized to purchase a Panasonic Model PV1231R video cassette recorder for a bid price of $449 plus blank tapes for a price of approximately $50. PROPOSED ORDINANCE REGARDING ANIMAL WASTE REMOVAL: Acting Police Chief Elste presented ordinances from the following municipalities regarding animal waste removal: Boulder, Fort Collins, Fort Lupton, Glenwood Springs and Loveland. Discussion followed with the Committee recommending Chief Elste prepare a proposed ordinance regarding animal waste removal including a leash law; with the proposed ordinance being submitted to the Town Attorney for his review and evaluation. The Committee will review the proposed ordinance at their next regularly scheduled meeting in March. AUTHORIZATION TO PURCHASE FIRE HOUSE MONITOR - FIRE CHIEF RUMLEY: Fire Chief Jack Rumley requested authorization to purchase a three -camera television monitoring device for the Fire House. $3,500 was budged in 1985 for the monitoring device. The lowest bid price, submitted W. W. Grainger, was $955. In conjunction with the Police Department's request to purchase video cassette recording equipment, the Fire Department requests authorization to purchase a camera and recorder with remaining funds from the monitoring device account. Estes Park TV has submitted a bid in BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Safety Committee - February 14, 1985 - Page two the amount of $1,912 for a General Electric Model which is compatible with the Panasonic recording equipment. The oppor- tunity of taping accident scenes, fires, etc. will be a great advantage to both departments. The Committee recommends au- thorizing the Fire Department to purchase the three -camera television monitoring device, camera and recorder for a bid package price of approximately $2,800. REPORTS: The Police Department is in the process of hiring 11 seasonal officers. A "chlorine gas" training session between the Fire and Police Departments has been completed. Police Department dispatchers are currently enrolled in a 32-hour "EMS" training session being held at the hospital. There being no further business, the meeting adjourned. d. FEB 2 61985.'
