RECORD OF PROCEEDINGS Public Safety Committee April 24, 1986 Committee: Chairman Aldrich, Trustees Habecker and Laing Attending: All Also Attending: Mayor Dannels, Trustee Barker, Town Adminis- trator Hill, Police Chief Ault, Public Works Director Widmer, Finance Officer Vavra, Stanley Park Business Manager Scott, Officer Dougherty, Jodi Doatright, Rey Olson, Wendell Amos, Cheri Houser, Barry Myers, Clerk O'Connor Absent: None "SALVATION ARMY DAY" - REVISION OF EVENTS GRANTED FEBRUARY 27, 1986: Ms. Jodi Doatright, Salvation Army, appeared before the Committee requesting a revision to the route for the "jog-a-thon" which has been scheduled as one event for "Salvation Army Day" May 3rd. Originally, the route was to include East Elkhorn Avenue to Big Horn Drive, to the By -Pass, to MacGregor Avenue, concluding at the Municipal Building. Three races are now anticipated which include beginning the race at MacGregor Avenue, up East Elkhorn Avenue to Big Horn Drive to Wonderview Avenue to the Intersection of Highways 34 and 36, to East Elkhorn Avenue, concluding at the Municipal Building/MacGregor Avenue. The participants would have the option of running a short course, returning to the Municipal Building/MacGregor Avenue from Wonderview Avenue. Chief Ault reported the race should not adversely affect the streets or highways. A police escort will be placed in front of and behind the participants. The race will be held from approximately 1:00 P.M. to 3:00 P. M. Following discussion, the Committee recommends approval of the revised jog-a-thon route, as presented by Ms. Doatright. BLACK CANYON HILLS, INC. - REQUEST FOR STRIPING AND SPEED LIMIT SIGNS: Appearing before the Committee, Messrs. Olson and Amos, repre- senting Black Canyon Hills, Inc., requested continuous striping of Black Canyon Drive and placement of 15 MPH speed limit signs at the curve also located on Black Canyon and Steamer Drives. Chief Ault advised correspondence had taken place between Public Works Director Widmer and himself with staff's recommendation being speed advisory signs be installed at the curves and monitoring the traffic counts. A center line generally is not installed until such time as the traffic counts are well above 1,000 vehicles/day. Approximately 370 vehicles per day were counted on Black Canyon Drive in 1985. The existing stripe was applied by the State Highway Department several years ago under a federal program. This program, which is no longer in existence, did not require participation by the Town. An expenditure of approximately $1,000/application would be incurred by the Town in installing the center line. Mr. Olson reported that Black Canyon Drive, a residential street, was becoming heavily travelled due to the new shopping center. A serious accident had also taken place above this location which could have resulted in a double fatality. Discussion followed regarding the Uniform Traffic Code and the Colorado Revised Statutes, with the Committee recommending staff monitor the traffic count and installing 15 MPH speed advisory signs at the curve. CHERI HOUSER - HAPPY TEXAN RESTAURANT - LOADING/UNLOADING ZONE DURING PRIMARY ELECTION - DISCUSSION: Ms. Cheri Houser/Happy Texan Restaurant reported the Primary Election has been scheduled for August 12, 1986. Ms. Houser has agreed to allow the restaurant to become a "polling place." The election will come during the height of the tourist season and Ms. Houser requested that perhaps the loading/unloading zone could be designated to allow 15-minute parking. Discussion followed regarding placing a summer officer at the load- ing/unloading zone, designating Parking Lot #9 (Coffee Bar) and traffic flow. The Committee recommends designating the west side of Parking Lot #9 to allow electors the opportunity to vote, placing a summer officer on this lot as time allows, stating the loading/unloading zone now allows vehicles to dropoff and/or pickup passengers, therefore eliminating the necessity of addi- tional designation. ROOFTOP RODEO - PARADE PERMIT: Mr. Bob Scott, Business Manager/Stanley Park submitted a Parade Permit for an event scheduled July 16th and 18th, 1986. Both parades will be held in conjunction with the Rooftop Rodeo and will contain approximately 500 participants. The route will be east on Highway 34 to the Intersection of Highways 34, 36 and 7, south on Highway 7 to Manford and east to the Fairgrounds. The State Highway Department has issued their approval for the parade permit. The Committee recommends approval of both parades July 16th and 18th, 1986. BANK ALARMS - REVIEW OF LEGAL OPINION: The Committee reviewed a legal opinion prepared by Town Attorney White concerning a requirement for municipalities to provide fire and/or burglar alarms to bank institutions. Based upon Mr. White's findings, local authorities or municipalities are not required to provide monitoring service for banks. The Committee recommends Chief Ault respond to all bank institutions in the Estes Park vicinity advising them of the legal opinion. Monitor- ing by the Police Department will continue until such time as an Ordinance eliminating same has been adopted by the Board of Trustees. AUTHORIZATION TO PURCHASE PORTABLE RADIO UNITS - REVIEW OF BIDS: Chief Ault submitted three bids which were received for "pack set" and "scanner" radio units. Due to the large discrepancy in bids and the uncertainty pertaining to service, quality, etc., the Committee recommends this item be tabled until such time as additional information is presented. 1986 PARKING ENFORCEMENT - EAST ELKHORN AVENUE: The Committee reviewed the 1985 schedule of removing parking on East Elkhorn Avenue and recommends the policy be continued whereby no parking will be allowed on East Elkhorn Avenue begin- ning Friday morning, May 23, 1986 prior to Memorial Day Weekend; with parking allowed Monday morning September 29, 1986. REPORTS: The Gideon Bible Group will be sponsoring their International Convention in Denver July 22 - 27, 1986. The group has planned a trip to Estes Park on July 22nd and will bring approximately 2,000 people to the area. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - April 24, 1986 - Page three Gail Clark reported on the computer system now in place in the Police Department. Various reports were presented. Chief Ault reported he has been in contact with neighboring municipalities concerning radar. Additional information will be forthcoming. Ten temporary officers have been hired for the summer season. One more officer will be obtained to complete the summer officer force of eleven. These officers are not "Colorado Law Enforcement" Certified; however, they are "Street" Certified. Staff will contact CIRSA regarding the Town's liability in such employees. Trustee Barker reported on an incident involving skateboards on the sidewalk. Due to the hazard involved to pedestrians and vehicular traffic alike, the Committee recommends Town Attorney White prepare an Ordinance banning skateboards from public sidewalks. Trustee Barker also questioned the possibility of revising the priority of traffic on Highway 36 over that of Highway 34 located at the traffic signal at the Intersection of Highways 34 and 36. Chief Ault reported a recent traffic count conducted by Town Engineer Widmer was submitted to the State Highway Department. The Committee recommends Chief Ault pursue this matter with the State Highway Department, returning to the Committee for further review. There being no further business, the meeting adjourned.
