RECORD OF PROCEEDINGS / Public Safety Committee May 21, 1986 Committee: Chairman Aldrich, Trustees Habecker and Laing Attending: All Also Attending: Mayor Dannels, Town Administrator Hill, Police Chief Ault, Finance Officer Vavra, Clerk O'Connor Absent: None AUTHORIZATION TO PURCHASE RADIO UNITS: The Committee reviewed the following two bids submitted for portable and mobile radio units: Motorola: 5 Portable & 3 Mobile Units $8,458 General Electric: 4 Portable, 3 Mobile and one 40-Watt/Scanning Unit $9,958 The Committee recommends accepting the bid submitted by Motorola in the amount of $8,458.00. ALARM SYSTEMS - AUTHORIZATION TO EXEMPT MUNICIPAL FACILITIES: The Committee reviewed a letter dated May 20, 1986 submitted by Light and Power Director Dekker and a letter dated May 15, 1986 submitted by Water Superintendent Richards. Both letters re- quested the Police Department continue to monitor alarm systems for each department. Currently, a methane gas alarm system is operating in the Light and Power Shop Facility and a water level alarm system is operating at the Big Thompson Water Treatment Plant Facility. The Committee recommends all Municipal Facil- ities be exempt from the ordinance currently being prepared by Town Attorney White, whereby the Police Department will no longer monitor alarm systems. SHOTGUNS - DISCUSSION: Chief Ault reported on an incident involving Lieutenant Elste and an Ithaca Model 37 Shotgun. The shell exploded, however, no one was injured. There are no shotguns in the patrol cars at this time due to the performance record of the Ithaca shotguns. Chief Ault recommended an amount not -to -exceed $900 be included in the 1987 Budget to purchase four Remington Model 870 shotguns. Following discussion concerning the Remington performance record, personal safety, and budget, the Committee recommends Chief Ault be authorized to purchase four Remington Model 870 shotguns, trading -in the Ithaca shotguns, modifying the current budget to allow for such a purchase. AUTHORIZATION TO EMPLOY CSU POLICE OFFICER PRIOR TO JUNE 16, 1986: Gerry Dougherty submitted his resignation effective May 15, 1986. During interviews to fill the full-time, permanent police officer position, Chief Ault requested authorization to employ one CSU police officer. The summer officers are scheduled to begin their employment with the Town June 16th. The expense incurred would be approximately $1,558/month. The part-time officer could relieve a patrolman position on the street and assist in traffic control during the weekends. Discussion followed with the Committee recommending Chief Ault be authorized to employ one of the eleven summer officers as early as practicable to relieve the BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - May 21, 1986 - Page two department during the interviews for selection of a permanent police officer. POLICE MANAGEMENT STUDY - REPORT: Interviews for selection of a firm to conduct a Police Management Study have taken place. The Committee recommends the proposal submitted by the University City Science Center of Washington, D. C. be accepted. REPORTS: The State Liquor Licensing Division will be conducting a seminar concerning current liquor legislation May 28, 1986 at the Stanley Hotel. The State will also be conducting a seminar for police officers May 27th. With regard to training of the CSU police officers; Finance Officer Vavra reported the officers are insured under the Town's policy. CIRSA is satisfied with the amount of training each officer receives both prior to and on the job. The time schedule for the summer officers this summer season is 10:00 A.M. to 6:00 P.M. Weekends and 9:00 A.M. to 5:00 P.M. Weekdays. Chief Ault will monitor the time schedule and revise if necessary.
