Police Association, Dr. James Durward/Scottish Highland Festival, Secretary Heifner SUMMER OFFICERS/TRADE-OFF DATES: Police Chief Ault reported CSU has requested return of the summer officers for campus traffic duty on August 28, 29 and 30. A few of the officers will remain in Estes on Friday and Saturday, August 29 and 30 with all summer officers being present to direct traffic in Estes on Sunday and Monday, August 31, September 1. Full-time officers will assist with traffic on August 29 and 30. The Committee recommends that six part-time officers return to Estes Park for traffic duty during the Scottish Highland Festival, September 6-7. RADAR: A letter and related information from Officer Emerine, regarding a survey conducted by members of the Estes Park Police Department of potential radar units, was submitted to the Committee. After interviews with three representatives of radar manufacturers ("MPH", Kustom and Decatur), the survey concludes that Decatur Electronics' "Hunter" is the most cost efficient and reliable radar unit available and recommends purchase of these units for placement in three patrol vehicles at the following cost: 3 units 3 extra antennas 3 switches - 695.00/unit - 200.00 each - 25.00 each $ 2,085.00 600.00 75.00 Total $ 2,760.00 Decatur's unit is the only computerized radar unit available, is the smallest unit on the market, and service time is minimal (72 hours to 1 week). Kustom and MPH do not offer the same advantages as Decatur and cannot compete competitively with the price. Due to this new concept in radar units, the company is aggressively pursuing sales; hence, one reason for the reduced cost of this unit. In discussions with the Westminister Police Department, Chief Ault reported that Westminister has had no problems with the unit. Approximately twelve police department personnel will receive a one -day training course at CLETA and forty hours of "hands on" training in Estes Park. Upon receipt of an order, Decatur will ship within 4-6 weeks. The Committee recommends purchase of three radar units (with extra antennas and accompanying optional switches) from Decatur Electronics, Decatur, Illinois at a total cost of $2,760.00. The Committee also recommends that police department personnel receive required training in the use of these units. I.S.O. COMMERCIAL RISK SERVICES, INC.: Fire Chief Rumley submitted a letter from I.S.O. Commercial Risk Services, Inc. dated July 18, 1986, indicating that they have reviewed the information forwarded to them by the Estes Park Fire Department and plan to conduct the survey as soon as possible. This survey will determine a fire insurance classification which may result in reduced fire insurance rates. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - July 24, 1986 - Page two TYPEWRITER PURCHASE: The Committee recommends purchase of the proposed typewriters, for use by Police Department personnel, as follows: 2 Olympia Compact-S typewriters - 449.10 ea. 1 Canon AP-100 $ 898.20 801.00 Total $1699.20 The Committee also recommends sale of the older model electric and manual typewriters. REPORTS: Coors Classic/Split Shift - Police Chief Ault informed the Committee that the summer officers will work a split shift for the August 20, 1986 Coors Classic (9:00 a.m.-5:00 p.m.) - (11:00 a.m.-7:00 p.m.). Highland Festival - Dr. Durward, President, Scottish Highland Festival requested permission to run buses along MacGregor, routing them back to the festival grounds, returning via the bypass. Required insurance information for this event will be submitted to the Stanley Park Committee on Monday, July 28, 1986. Gideons - Police Chief Ault reported that forty-two buses with a total of 2,100 individuals, were loaded/unloaded on July 22, 1986, using the same traffic pattern as proposed for the Scottish Highland Festival buses. Shotguns - Police Chief Ault stated that the new shotguns are to be delivered by the end of this week. Lt. Elste indicated that all officers will receive training within the next two weeks and the shotguns will then be placed in patrol vehicles. Pension - Information was submitted to the Este Park Police Department on July 23, along with ballots. Should the vote total 65% in favor, effective date for the ICMA pension plan would be September 1, 1986. Separate action will be taken by the Board of Trustees with regard to death/disability benefits under FPPA. Handicapped Loading at Library - Public Works Director Widmer and Police Chief Ault have chosen the west end of the parking area in front of the library for handicapped loading/unloading. The stencil has been ordered and when received, it and the sign will be placed at that location. Police Chief Ault reported that, as of July 17, 925 parking tickets were written. Ninety-nine percent of these are not repeat offenders. No determination has been made regarding how many tickets were written to local individuals/tourists.
