RECORD OF PROCEEDINGS ✓ Public Safety Committee January 16, 1986 Committee: Attending: All Also Attending: Chairman Laing, Trustees Aldrich and Graves Mayor Dannels, Town Administrator Hill, Police Chief Ault, Finance Officer Vavra, Officers Cazan and Dougherty, Odd Lyngholm, Clerk O'Connor Absent: None ALARM SYSTEMS - DISCUSSION: On February 14, 1985, Odd Lyngholm requested the Estes Park Police Department no longer monitor alarm systems as a community service. Seeking a decision, Mr. Lyngholm joined the Committee for further discussion. Chief Ault submitted a list of alarm calls responded to by the Police Department. Out of a total of 187, 39 alarms were due to "employee error"; however, all of these alarms were classified as being false. An ordinance addressing alarm systems which included Administration and Enforcement (Chapter 9.102) was adopted in March, 1984; however, the ordinance has received no enforcement to date. Chief Ault advised he had discussed alarm systems with Town Attorney White. In Attorney White's opinion, the Town cannot prefer one private organization over another; monitoring must be made available to all corporations or entities requesting the monitoring. The only company presently owning a monitoring panel is Wells Fargo. A consensus, obtained in March, 1985, indicated current subscribers were not in favor of converting to a private monitoring system. Mr. Lyngholm outlined the procedure used by his company in responding to alarms versus that of the Wells Fargo/Police Department. The general opinion of the Committee was for the Police Department to "phase out" of the monitoring business. The Committee recommends the following: 1. Fire Chief Rumley be given an opportunity to cite concerns, if any, held by the Fire Department; 2. Chief Ault be directed to submit suggestions for revision, where necessary, for the existing ordinance; 3. Chief Ault obtain a legal opinion from Town Attorney White addressing the "time limitation" for eliminating monitoring alarm systems by the Police Department. 4. Chief Ault will contact current subscribers , advising them of the Town's intention of eliminating monitoring alarm systems by the Police Department. PARKING ENFORCEMENT - DISCUSSION: Chief Ault presented a "draft" copy of a new procedure concerning parking tickets. Town Attorney White has reviewed the draft and stated he was in agreement with the procedure. The existing fee schedule for parking violations range from $1.00 to $10.00. Discussion followed concerning the severity of enforcement, repeat offenders - including establishing a fee schedule for this violation, manpower, and alternative outlying parking areas. The Committee recommends Chief Ault perform additional research addressing the "repeat offender" and how more stringent enforce- ment could be initiated, returning to the Committee for further review. RADAR - REVIEW OF PROPOSED GUIDELINES: As directed by the Committee, Chief Ault submitted a set of BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - January 16, 1986 - Page two guidelines listing operational procedures for the use or radar. Increasing highway safety is the primary reason radar equipment is used by law enforcement agencies. The Committee discussed additional advantages in using radar and recommends Chief Ault prepare newspaper articles educating the public on such advan- tages in preparation of making a determination as to whether or not the Police Department would be authorized to obtain radar equipment. POLICE VEHICLE - DISCUSSION: Chief Ault reported on vehicles available to replace the patrol car as budgeted for 1986. Bid specifications will be prepared by Chief Ault and Shop Foreman Shanafelt and submitted to dealers. Review of the bid proposals will take place during the Committee meeting in February. COPY MACHINE - REVIEW OF BIDS: The Committee reviewed three bids for a copy machine: Associated Business Products, Denver - CANON NP-270F $4,597.60 American Office Equipment, Denver - MINOLTA EP450Z $5,783.95 Frontier Business Products, Fort Collins - RICHO FT4085 $5,985.00 $5,000 was budgeted in 1986 for the purchase of a copy machine. The existing copy machine carries a trade-in value of approxi- mately $400.00. The Committee recommends accepting the low bid amount of $4,597.00 submitted by Associated Business Products and authorizing Chief Ault to sell the existing copy machine. LAW ENFORCEMENT EXPLORER SCOUT POST - AUTHORIZATION TO SPONSOR: Those boy scouts desiring training and education in law enforce- ment are allowed to participate in the Explorer Scout Program. The local Rotary Club is sponsoring the training and education portion of the program. Chief Ault requested authorization to sponsor the Explorer Scout "Post." Volunteers from the Police Department are ready and willing to assist in this Program. The Scouts could assist the Police Department in any "non-violent" project. The Department should not incur any expenses for sponsorship of the "Post." The Committee recommends Chief Ault be authorized to sponsor the Explorer Scout Post. REPORTS: Chief Ault submitted a list indicating a total of 195 DUI arrests during 1985. The Department also received 100 "Reddi" (Report All Drunk Drivers Immediately) Reports; of this amount, 21 contacts and 7 arrests were made. The Committee received a critique of the "Mock Disaster" held December 4, 1985. In summary, performance was very successful, the students helpful and establishment of a "Command Center" is of utmost importance. The Soccer Team, which the Police Department was authorized to sponsor, completed their season by winning "First Place." There being no further business, the meeting adjourned.
