CHAMBER OF COMMERCE - REQUEST APPROVAL OF PARADE PERMIT COVERING
TWO EVENTS:
Mr. Barry Myers/Chamber of Commerce submitted an application for
a parade permit for two (2) Santa's Storybook Parades scheduled
for November 28 and December 13, 1986. Both parades will begin
at 5:00 P.M. The parade route is from West Park Center east to
Municipal Parking Lot #1. Two-way traffic will be allowed on the
south lanes from Parking Lot #1 to Riverside Drive. Both parades
will be an official part of the NewsCenter 4/Salvation Army
"Spirit of Giving" Program whereby people attending the parades
will be asked to bring non-perishable foodstuffs. Ten collection
boxes will be placed along the parade route. The Salvation Army
and Crossroads Ministry will ensure that necessary amounts of
food are retained for use in Estes Park. Each parade will have a
minimum of two (2) bands, 10 - 14 floats and 200 walking,
costumed characters. The December 13th parade will feature Miss
Colorado, Miss Tennessee, and Scott Howard of Walt Disney
Productions. Ed Green will serve as host, with additional
television and radio personalities attending. Mr. Myers also
requested use of the Parking Lot #9, 147 Virginia Drive for
placement of the main stage and reservation of the parking spaces
in front of the Library for placement of bleachers. The
bleachers will be stored during the interim of both parades. A
discussion was held between Mr. Myers and Art Anderson, Executive
Director/EPURA concerning the parade route, particularly entry
into Parking Lot #1. EPURA has suggested participants be advised
to use the north exit onto MacGregor Avenue. The Committee
recommends (1) approval of the parade permit covering both
events, (2) reservation of Parking Lot #9 for placement of the
main stage, (3) reservation of the parking spaces in front of the
Library for placement of bleachers, and (4) directing Mr. Myers
to submit a Certificate of Insurance for approval by Finance
Officer Vavra.
1987 BUDGET - REVIEW:
The Committee reviewed and discussed the first draft of the 1987
Budget. $35,000 has been budgeted for remodeling of the Dispatch
area. Chief Ault stated a detailed account of this budget
request will be available for consideration during the meeting
scheduled in November.
RADAR ENFORCEMENT DATE - DISCUSSION:
Chief Ault reported all police officers have completed the
written portion of the training program for the use of radar.
The second portion of the program will be sixteen (16) hours of
practical training. Following discussion, the Committee recom-
mends approval of the following enforcement schedule:
October 13 - 31 - Oral Warnings
November 1 - 30 - Written Warnings
December 1 - Full Enforcement

DISPATCH AREA VENTILATION SYSTEM - DISCUSSION:
The existing ventilation and cooling system is inadequate due to
expansion/remodeling of Police Department offices. The existing
unit is a 2-ton Ammana roof -top air conditioner which was
installed in 1974. An estimated budget figure to replace the air
conditioner unit is $5,500.00. Town Administrator Hill advised
if the unit could be installed for $5,500.00, this equipment
could be funded in 1986 under the General Government Buildings
account. Stating it would be most cost-effective to replace the
air conditioner unit, the Committee recommends Public Works
Director Widmer be authorized to request bid proposals for a new
3-ton unit, with a not -to -exceed expenditure of $5,500.00,
returning to the Committee for further review.
REPORTS:
Fire Chief Rumley advised the Fire Department authorized atten-
dance of four firemen to a special Hazardous Material School
located in Long Beach, California December 2 - 5, 1986.
Chairman Aldrich and Chief Ault both attended the International
Conference of Chiefs of Police. A large percentage of time was
spent addressing drugs and the widespread use of drugs in
schools.
The Committee reviewed all monthly reports. Within 30 days, the
daily reports will be added to the computer system.
Pursuant to the Committee's recommendation dated September 23,
1986, Public Works Director Widmer and Police Chief Ault
investigated signs identifying "Children at Play." The manual,
Uniform Traffic Control Devices, listed a "Playground Sign" which
could be used to warn motorists of a potential high concentration
of young children in the area. The playground sign has been
ordered; when received it will be placed at the corner of Pros-
pect and Elm Avenues.
Chief Ault reported the Public Works Department will be install-
ing a 4" solid white line delineating the pavement edge near the
Beaver Point Grocery, west, to the Town Limit.
Chief Ault extended an invitation to the Committee to tour the
Police Department.
There being no further business, the meeting adjourned.
