RECORD OF PROCEEDINGS ✓ Public Safety Committee June 26, 1986 Committee: Chairman Aldrich, Trustees Habecker and Laing Attending: All Also Attending: Attorney Jennifer Stocker/Hammond, Clark and White, Town Administrator Hill, Police Chief Ault, Barbara Wahl/Estes Park Child Pro- tection Team, Judy Hoxsey/Estes Park Public Library, Clerk O'Connor Absent: Finance Officer Vavra BARBARA WAHL/ESTES PARK CHILD PROTECTION TEAM - CURFEW: As referred by Mayor Dannels, the Committee reviewed a request submitted by the Estes Park Child Protection Team for the instal- lation of a curfew for Estes Park youth. The Team requested that youth under the age of 16 observed away from parental supervision after 11:00 P.M. be taken to the Police Station and detained until their parents could come to supervise them. Ms. Jennifer Stocker/Hammond, Clark and White reported although a curfew could be enacted by adoption of an Ordinance, the Town would be obligated to prove occurrence of widespread destruction of personal property. In this instance, the Ordinance could withstand constitutional attack. Chief Ault outlined current procedure regulating youths. Discussion followed regarding selective enforcement, visitors, employees and curfew alternatives. The Committee recommends denial of the curfew request at this time; the Committee also recommends Police Officers be authorized to accompany those youths creating mischief to the Police Department for a consultation which will include the youth's parent. ESTES PARK LIBRARY - LOADING/UNLOADING, HANDICAPPED, AND TIME -LIMIT ZONES: Ms. Judy Hoxsey, Library Director, appeared before the Committee requesting (1) a loading/unloading parking zone located on the south side of the Library. In performing their duties in pro- grams such as "Outreach", the Library staff is required to carry heavy equipment and books; a designated loading zone could be very beneficial; (2) Several regular Library patrons are in need of assistance to enter the building - one (1) handicapped parking zone also located on the south side of the Library would allow easier access to the Library; and (3) a 15-minute parking zone. This parking restriction would allow quick access to the Library for items such as xerox copies and book pickup/return. Signing currently allows two-hour parking on the north and east side of the Library; Elkhorn Avenue is not posted. Following discussion, the Committee recommends (1) denial of the loading/unloading zone as the entire parking area surrounding the Library is restricted to two-hour parking. Signage will also be installed indicating two-hour parking on Elkhorn Avenue adjacent to the Library; (2) designating one parking space for handicapped parking on Elkhorn Avenue, authorizing staff to determine where the parking restriction should be placed; and (3) denial of the 15-minute zones as those parking spaces directly in front of the Municipal Building are restricted to 15-minute parking. The Estes Park Urban Renewal Authority will also be informed of the need of handicapped parking in this area which should enable design of such a parking restriction to be incorporated into Streetscape III. RECORD OF PROCEEDINGS Public SafetyCommittee - June 26, 1986 - Page two FIRE DEPARTMENT: Award bid for Generators: Fire Chief Rumley reported generators in the amount of $5,190 were budgeted in 1986. The following bids were received: A-1 Parts 4,000 Watt $1,146.90/ea. 5,000 Watt $1,389.00/ea. E. P. Rent All...4,000 Watt $1,095.00/ea. 5,000 Watt $1,350.00/ea. The Committee recommends accepting the low bid submitted by Estes Park Rent All, authorizing Chief Rumley to purchase three (3) 4,000 Watt generators for a total bid package of $3,285. Training Center - Progress Report: A large percentage of materials to construct the center have been donated. It is anticipated the center will be completed by July 31st. Fire Protection District: Upon the Committee's request, Town Attorney White submitted a legal opinion concerning a Fire Marshal and Fire Protection District. In summary, election of officers for a Fire Board would take place; the Town who now owns the equipment would deed all equipment to the Department; the Pension Fund would remain intact. By creation of a Fire Protection District two items could be addressed: all areas served, including residences located outside Town Limits, could help support the Department, and perhaps the insurance rate would be decreased. Chief Rumley reported a revised copy of the Public Fire Protection Report had been filed with I.S.O. Commercial Risk Service. The Committee recommends no further action be taken at this time to allow the Risk Service Company an opportunity to evaluate the report and advise. Reports: To date, collections pursuant to the Fund Drive have been excellent. Upon the direction of the Committee, the Department will compile a list of fire calls and donations both inside and outside Town Limits for review at the next Public Safety Committee meeting scheduled for July 24, 1986. ALARM SYSTEMS - ORDINANCE: The Committee reviewed an Ordinance amending Chapter 9 of the Municipal Code pertaining to alarm systems. Following dis- cussion, the Committee recommends the Ordinance be adopted subject to the following addition to Section 4. - 9.102.110. Responsibility for Alarm Service. - ..shall upon proper noti- fication, which shall include the Fire Department, proceed immediately to the location of the activated alarm..." BASE STATION, REMOTE RADIO AND CHARGERS - REVIEW OF BIDS: The following bids were submitted for the installation of a base station, remote radio and chargers: Motorola - MSR 2000 Base Station, Battery Charger & Foam Heleax Line $3,882.00 Remote Radio $ 279.00 Charger $ 620.00 Total $4,781.00 BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - June 26, 1986 - Page three General Electric - Mastr. 2 Base Station, Battery Charger and Foam Heleax Line $4,400.00 Remote Radio $ 373.00 Charger $ 609.00 Installation $ 518.00 Total $5,900.00 Under the current Motorola Maintenance Agreement, installation of the base station would be accomplished at no charge. The radio equipment is the first phase of a five-year communication plan. The Committee recommends awarding the bid to Motorola for a low bid price of $4,781.00. OBSTRUCTING A PEACE OFFICER - REVIEW OF ORDINANCE: The Committee reviewed an Ordinance amending Chapter 9 of the Municipal Code pertaining to offenses by or against public officers and government. The Ordinance was omitted in 1984 when revision of Chapter 9 occurred. Following review, the Committee recommends adoption of the aforementioned Ordinance. REPORTS: The Remington Model 870 shotguns authorized May 21, 1986 should be delivered prior to July lst. Lieutenant Elste will be con- ducting training exercises for the use of the shotguns. Chief Ault has requested a statement of explanation from the Ithaca factory with regard to the gun misfiring. The Monthly Report form will be revised to include a line item identifying court overtime for each officer. All of the seasonal officers are on -duty.
