RECORD OF PROCEEDINGS ✓ Public Safety Committee January 26, 1987 Committee: Attending: Also Attending: Chairman Aldrich, Trustee Habecker All Trustee Hix, Town Administrator Hill, Police Chief Ault, Finance Officer Vavra, Officer Hales, Division of Wildlife Officers Babler, Leonard and Spowart, Clerk O'Connor Absent: None ANIMAL DISPOSAL INCIDENT/DIVISION OF WILDLIFE - REPORT: Division of Wildlife District Manager Babler appeared before the Committee to comment on an incident that occurred December 14, 1986 when an elk was shot by Police Officer Filsinger at 600 Aspen Avenue. Officer Babler gave a full accounting of the incident, stating the Division of Wildlife was well satisfied in Officer Filsinger's disposition of the elk; the Officer made the correct decision in this matter. Chief Ault stated he had viewed the carcass and it appeared to have malnutrition. Discussion followed concerning the propriety of firing a gun in a residential area, the contagious disease affecting the elk herds which is known as "wasting disease", the cooperation between the Division and the Police Department, and possible Division regulations pertaining to the feeding of wild animals. Following Officer Babler's very thorough presentation, the Committee stated (1) that those actions taken were in the best interest of the elk, (2) a written response be mailed to Ms. Barbara Williams, adjacent property owner, advising the Committee had evaluated the incident and discovered that all procedures were followed; that those decisions made were the correct decisions, and (3) Officer Filsinger be commended in his performance. DRINKING FOUNTAIN - REQUEST AUTHORIZATION TO SEEK BIDS: Chief Ault advised $530.00 was budgeted to purchase a drinking fountain and requested authorization to seek bids. The Committee recommends Chief Ault be authorized to seek bids and return to the Committee for further review. PARADE PERMIT/EL JEBEL SHRINE - REVIEW: The Committee reviewed a parade permit submitted by the El Jebel Shrine for a parade scheduled May 3D, 1987. Chief Ault stated El Jebel had complied with all requirements including insurance. The Committee recommends approval of the parade permit for the El Jebel Shrine. ESTES PARK VOLUNTEER FIRE DEPARTMENT - DISCUSSION: Finance Officer Vavra reported USF&G had advised the Town of their intention to discontinue the disability insurance policy retained for the Fire Department. Town Attorney White has reviewed the policy and found the policy is no value due to the Town being covered under Wormkmen's Compensation. Officer Vavra requested a quote for similar coverage from The Hartford Insur- ance Company and found the rate to be $660.00/year. This policy would not double those benefits received under Workmen's Compen- sation. Chief Rumley advised the Department had no desire to continue the policy in lieu of the fact all firemen were covered under the Town's Workmen's Compensation. Following discussion, the Committee stated they concurred with Chief Rumley's findings BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - January 26, 1987 - Page two and recommends the Town not obtain additional disability insurance for the Department. REPORTS: Chief Ault presented a memorandum defining the "Aid to a Choking Victim" Program which was created by Jo Hutter/Police Department and Steve Smee/State Patrol. Approximately 600 students in the Estes Park area have been trained in life-saving skills to aid a choking victim. The aforementioned also performed C.P.R. in- struction to all High School health classes. At the end of the school year, over 100 high school students will be certified in C.P.R. Both programs have also aided the Department in receiving favorable exposure. In the "Product Information Network", November 13, 1986 issue, Jo Hutter and the Police Department received national recognition for teaching first -aid techniques to students. The Committee commended Ms. Hutter in creating such a program for positive action among the community. An "Emergency Operations Plan" exercise was held January 13, 1987 with Department Supervisors and various community service orga- nization representatives attending. Bill Gordon, Larimer County Office of Emergency Management conducted the exercise. Chief Ault reported the Plan will setforth guidelines to be followed in an emergency situation. The Department is investigating an "identification card" for Town personnel. Chief Ault attended a forum on the Enhanced 911 Emergency Number Service. The E911 service automatically displays a caller's name, address, telephone number and proper response agency on a dispatcher's computer screen, reducing time-consuming questions, transfers and human error. Estes Park joined Larimer County, Berthoud and Wellington in supporting the service; Fort Collins and Loveland have not. Additional information will be forthcom- ing. The Committee reviewed the monthly reports for December. Upon discussion, the Committee recommends the following reports be eliminated from the Committee's Information Packet: both Inves- tigator's reports, Humane Division report, and Still Alarm Report. The Committee recommends the following reports be included in the packet on a yearly basis: both Investigator's reports, Training, and Shift Commander's Report. The Committee also reviewed all yearly reports. With the aid of radar equipment, four (4) speeding tickets have been issued. The Motorolla Service Agreement has been renewed for all Police Department radio equipment. Chief Ault advised the Island Grove Treatment Center (formerly known as the Greeley Detoxification Center) is in jeopardy due to the State's effort in reducing funding for such agencies. The Police Department utilizes the Center for all alcohol and drug -related cases. Two alcohol facilitators from the Center are "on -call" 24 hours/day; they pick-up subjects and deliver them to the Center. The Island Grove Treatment Center has requested support by adoption of a Resolution; Chief Ault stressed the need for such a Resolution. Discussion followed, with the Committee recommending the Town adopt a Resolution indicating their support of the Island Grove Treatment Center. There being no further business, the meeting adjourned.
