RECORD OF PROCEEDINGS / Public Safety Committee May 28, 1987 Committee: Chairman Aldrich, Trustees Dickinson and Habecker Attending: Chairman Aldrich, Trustee Dickinson Also Attending: Absent: Mayor Dannels, Town Administrator Hill, Police Chief Racine, Finance Officer Vavra, Fire Chief Rumley, Fire Depart- ment Secretary Chrastil, Charles Bunce & Jack Baggley/Allied Safe Haven, Jim Durward, Nola Chavez & Dan Davis/Rocky Mountain National Park Service, Clerk O'Connor Trustee Habecker ALARM ORDINANCE - PROPOSED REVISION CONCERNING FINANCIAL AND MEDICAL INSTITUTIONS - REVIEW: Pursuant to the Committee's recommendation April 20, 1987, Town Attorney White prepared and submitted an Ordinance amending Sections 9.102.010 and 9.102.015 of the Municipal Code pertaining to alarm systems. The proposed Ordinance would allow the Police Department to monitor alarms for public entities such as finan- cial and medical institutions. Representatives from Allied Safe Haven Alarm Company were present and addressed the Committee concerning actual responsibility for general maintenance service, false alarm charges, potential subsidy by the Town to private entities, response time, and liability. Stating the Town is not soliciting business and is actually responding to concerns expressed by both the financial and medical institutions, the Committee recommends approval of the proposed Ordinance. PARKING ORDINANCE - REVIEW: The Committee reviewed an Ordinance amending Chapter 10 pertain- ing to the habitual parking offender which was prepared by Town Attorney White. Tracking of the frequent parking offender can now be accomplished by means of the computer system. The Commit- tee recommends approval of the proposed Ordinance. DISCHARGE OF FIREARMS ORDINANCE - REVIEW: Chief Racine advised the Ordinance prohibiting the use or dis- charge of firearms in the Town was inadvertently omitted during the revision to Chapter 9 of the Municipal Code. Town Attorney White prepared and submitted a proposed Ordinance which would allow the Police Department to enforce the firing of firearms inside Town Limits. Discussion followed, with the Committee recommending approval of the Ordinance. Pursuant to the inquiry regarding the inclusion of "bows and arrows", the Committee stated the Ordinance could be amended in the future should the need arise. LONG'S PEAK SCOTTISH HIGHLAND FESTIVAL - POLICE SUPPORT REQUEST: Jim Durward, representing the Scottish Highland Festival, submit- ted a letter dated April 9, 1987 requesting police support for the Festival scheduled September 11 - 13, 1987. Chief Racine advised the Department had reviewed the letter and requests discretion in determining the actual number of personnel to be used for the entire weekend. Listed below is the list of requests: 1. Personnel for the Festival - September 11 - 13, 1987. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - May 28, 1987 - Page two 2. A parade will take place Saturday, September 12th at 9:30 A.M. Participants will depart from West Park Center, to Park Lane and finish in front of the Munici- pal Building on MacGregor Avenue. 3. Ten (10) poster boards will be installed Friday evening September llth and removed Saturday evening, September 12th. 4. Shuttle bus pickup will take place in Parking Lot #1 during the entire weekend. Use of the recently complet- ed "Transit Center" will also be considered. 5. Traffic patrol and instruction person located at Highway 7 and 36 and Highway 7 and Manford Avenue following the parade on Saturday and Highway 36 and Community Drive all weekend. 6. Parking not be allowed on Community Drive September 12th and 13th. 7. Police security on grounds the entire weekend. 8. Patrol four (4) parking spaces that will be indicated for "no parking" near the swimming pool to allow for emergency vehicles. The Committee recommends approval of the request, authorizing staff to refine all details with Festival representatives. TRAFFIC CIRCULATION SIGNAGE - DISCUSSION: Nola Chavez/Rocky Mountain National Park, appeared before the Committee reporting that a meeting was held with EPURA to discuss possible revisions in signing and traffic control both in the Park and the Town which could potentially improve traffic circulation. In an effort to alleviate traffic congestion downtown, the Park will install a sign encouraging traffic to turn left at the Deer Ridge Junction area. The Town will install signs along this route and adjacent to the downtown area to direct visitors to downtown parking should they desire this access to Town. An additional sign, located in downtown Estes Park is also recommended to improve directions to the Park. All signage has been discussed in a very cautious manner. Radio communication between the Park and the Town will take place to coordinate the use of the "flip -down" signs which will be used when traffic congestion is occurring. The Committee commended the National Park Service in working with URA and recommends approval of the signs as presented. MUTUAL AID AGREEMENT - LARIMER COUNTY MUNICIPALITIES - REVIEW: The Committee reviewed correspondence submitted by William Gordon, Director/Office of Emergency Management, Larimer County. Mr. Gordon requested the Town adopt a mutual aid agreement among all municipalities in the County. Berthoud, Fort Collins and Larimer County have already executed the Agreement. The Commit- tee recommends approval of the Agreement. ESTES VALLEY RECREATION AND PARK DISTRICT - REQUEST APPROVAL OF FOOT RACE SCHEDULED JUNE 7, 1987: Chief Racine presented an Application to conduct a 16-mile foot race June 7, 1987 submitted by the Estes Valley Recreation and Park District (EVRPD). The race will begin at 9:00 A.M. and end at 12:30 P.M. Finance Officer Vavra confirmed receipt of the "Certificate of Insurance", reporting the Certificate is ade- quate. RECORD OF PROCEEDINGS Public Safety Committee - May 28, 1987 - Page three EL JEBEL SHRINE PARADE - REQUEST APPROVAL OF PARADE SCHEDULED MAY 30, 1987: The Committee reviewed the Application for a Parade Permit submitted by the El Jebel Shrine for a parade May 30, 1987. Finance Officer Vavra confirmed receipt of an adequate "Certifi- cate of Insurance." The Committee recommends approval of the request. ESTES PARK VOLUNTEER FIRE DEPARTMENT: Fire Chief Rumley questioned the status of the proposed Agreement between the National Park Service and the Town. The Park Service is offering to give their fire station and related equipment to the Town in exchange for the Fire Department responding to all structural fires located inside the Park boundary. The Park Service can no longer certify their personnel in structural fires; however, they will continue to respond to wildfires. The Agreement stipulates the Park Service will maintain and replace the fire truck when necessary; the truck and equipment may be used to service fires where needed regardless of location. Chief Rumley stated the Agreement will give the Town an opportunity to obtain a fire station and equipment on the west side of Town. Town Administrator Hill advised the Town has not yet received a legal opinion from Town Attorney White. Mayor Dannels advised the entire Board of Trustees will meet to consider and review the Agreement and legal opinion when submitted. REPORTS: The summer officers will commence their duties June 15, 1987. Strict enforcement of all parking regulations will begin June 15, 1987. The Committee reviewed the Monthly Reports for April, 1987. The electric car used in parking enforcement was sold for a net profit of $450.00. RV parking will be allowed in Municipal Parking Lot #1. Such parking will not be allowed elsewhere. The issue was raised concerning a mid -block crosswalk located on East Elkhorn Avenue. Chief Racine will research this matter and advise.
