ESTES PARK TROLLEY CORPORATION - ROUTE SCHEDULE - DISCUSSION:
Manager Gardner appeared before the Committee to review the
proposed drop-off/pick-up points located on public property.
Selection of the points were based upon easy access and safe
stops. The Planning Commission will consider all stops proposed
on private property. Chief Racine expressed concern with Stops
#20 - Brookside & Timberlane and #23 - the Post Office Parking
Lot. Town Administrator Hill reported the Model Traffic Code
provides for the Traffic Engineer to designate all traffic stops
and crosswalks. The Chief of Police also serves as the Traffic
Engineer. The Committee reviewed the following correspondence:

Town Engineer Widmer April 14, 1987
Town Planner Stamey April 15, 1987
Technical Planner Joseph presented a map indicating the most
recent configuration of the Post Office and Dark Horse Parking
Lots. Discussion followed concerning liability insurance and
signing. The Committee recommends all stops be submitted to
Traffic Engineer Racine for review and consideration. The
Department requests the finalized route schedule be submitted at
least two (2) weeks prior to operation.
POLICE DEPARTMENT MONITORING OF ALARMS - DISCUSSION:
Discussion continued regarding alarm monitoring. Town Attorney
White has advised that the Ordinance could be revised to allow
the Police Department to monitor alarms for entities required by
law to have alarms. The Committee reviewed a letter submitted by
Park National Bank and heard testimony from representatives of
the Estes Park Bank, First National Bank, Home Federal Savings
and Loan, Park National Bank and the Estes Park Medical Center.
The Department's Communication Center is comprised of "module"
units; each unit contains six (6) monitors. The estimated
expenditure for a module is $2,750. Discussion followed
concerning coded -line security, re -programming costs, and
delivery time -schedule. The Committee recommends: (1) directing
Town Attorney White to prepare an Ordinance allowing the Police
Department to monitor alarms for public entities which will
include financial and medical institutions, and (2) staff
research the purchase of two (2) module units to determine cost,
delivery and line security, returning to the Committee for
further review.
1987 SUMMER OFFICER ASSIGNMENT PROGRAM - DISCUSSION:
Chief Racine presented a plan (attached hereto and made a part of

the record of these proceedings) for assignment of the "summer
officers." The Department proposes hiring nine (9) officers in
lieu of 11 and dividing them into two groups: operations and
community service. The Committee recommends the plan be
approved.
PARKING FINES/TIME LIMIT - DISCUSSION:
The Committee reviewed a letter dated April 1, 1987 submitted by
Judge Littlejohn. In summary, the letter addressed parking
regulations and fines and suggested a more streamlined parking
fine schedule. The EPURA Circulation Committee submitted a
memorandum dated April 20, 1987 suggesting Parking Lot #3 (Post
Office) be designated 1/3 short-term parking and 2/3's long-term
parking. Following discussion, the Committee recommends: (1)
Judge Littlejohn, Chief Racine and Town Attorney White develop an
Ordinance requiring a court appearance for those who might
receive a certain amount of parking offenses within a certain
period of time. Such an Ordinance will be submitted to the
Committee for consideration; and (2) the time -limit for Parking
Lot #3 be designated 1/3 short-term parking%r(sou4Ar-belt) and

DESIGNATION OF RECREATIONAL VEHICLE PARKING - DISCUSSION:
As referred by the Board of Trustees and EPURA December 15, 1986,
the Committee reviewed the possibility of designating "RV"
parking. A memorandum dated April 20, 1987 submitted by the
EPURA Circulation Committee was presented. In summary, the memo
suggested signing Parking Lot #1 (Municipal East) for RV parking,
and signing Parking Lot #6 (Dark Horse) to indicate RV parking is
not allowed. Discussion followed concerning a standard
definition and length for an over -sized vehicle, with the
Committee recommending the Department determine the actual length
to be allowed, authorizing signs to be posted in Parking Lot #1
indicating RV parking.
REPORTS:
The Committee reviewed the monthly reports for March, 1987.
Both police officer vacancies in the Department have been filled.
Dave Hurley and Randy Rapola will join the Department April 22,
1987.
With regard to an Ordinance regulating uniform address placement
between Larimer County and the Town, the Committee recommends
Fire Chief Rumley meet with the Larimer County Administrator and
advise.
There being no further business, the meeting adjourned.

IN ORDER TO:
ESTES PARK POLICE DEPARTMENT
SUMMER PLAN 1987
1. Conserve funds
2. Provide a higher level of service to the
citizens of and visitors to Estes Park.
3. Provide summer officers with a more meaningful
and diverse work experience.
The following procedure will be followed in 1987.
A. Nine (9) summer officers will be hired for the 1987 summer
season.
B. These officers will be divided into two groups namely
Operations and Community Service and will rotate assignments
through the period of employment.
OPERATIONS
A. Patrol - These officers will be fully uniformed and armed.
They will accompany a fully certified officer of this depart-
ment on patrol. If at all possible, the certified officer
will have received F.T.O. Training and will be expected to
fully evaluate the summer officers performance.
B. Desk Duty - This officer will man the front desk and perform
what has, in other places, been termed a dispatch alternative
function. Persons having the need to file a report on a minor
incident or in need of a service possible to be rendered in
this fashion will be requested to come to the police station
where this officer will render the service. Persons demanding
a police officer be sent to the scene are to be told that
will be done and the approximate E.T.A. of that police
officer.
COMMUNITY SERVICE
These officers will be assigned to the commercial area
of Estes Park. They will be clothed in a highly distinctive
fashion totally dis-similar to the police uniform. They
will direct traffic, issue parking citations render information
and aid to tourists and have communications so to have
the capability to summon police, fire, or medical aid when
needed.
The advantages to this approach are many and are partially
enumerated below:
1. Two fewer officers will be hired presenting a considerable
savings.
2_ Having the summer officers fully supervised when armed
and in uniform will, we believe, aleviate the liability
exposure of having non -certified personnel in unsupervised
situations.
3. Officers riding the "graveyard" shifts would have, most
times, immediate back-up available. This for the summer
months would contribute greatly to officer safety.
4. The Community Service officer concept will hopefully stress
service and safety rather than enforcement and be more
palatable to the commercial community. This would also
be a valuable experience for the law enforcement entrant.
5. The desk officer providing an alternative to dispatch
will both enable police squads to remain on patrol and
preclude disruptions suffered by the dispatchers.
6. This plan also includes the flexibility to change or revert
to traditional approaches if this should prove necessary.
