RECORD OF PROCEEDINGS ✓ Public Safety Committee November 20, 1987 Committee: Chairman Aldrich, Trustees Dickinson and Habecker Attending: Chairman Aldrich Also Attending: Town Administrator Hill, Police Chief Racine, Finance Officer Vavra, Fire Chief Rumley, Clerk O'Connor Absent: Trustees Dickinson and Habecker CACP REQUEST FOR FUNDING ASSISTANCE - DRUG PROGRAM. The Committee reviewed a letter dated November 18, 1987 submitted by the Colorado Association of Chiefs of Police, Inc. (CACP) requesting funding assistance for a "matching" grant offered by the Communities for Drug Free Colorado. The Association's portion of the grant is $16,000. CACP will administer the program. Chief Racine reported such a grant would provide high -quality training seminars and use of surveillance equipment to police departments throughout Colorado. The Committee recom- mends: (1) expending $250.00 from the Narcotics Purchase Fund to assist in the grant program; and (2) Chief Racine investigate the structure of the Communities for Drug Free Colorado Agency and advise. POLICE DEPARTMENT VEHICLE - AUTHORIZATION TO REQUEST BIDS. Chief Racine requested authorization to solicit bids for a new 4-wheel drive vehicle. Fleet Manager Shanafelt is presently preparing the specifications and has advised the "state" bids should be received in the near future. This vehicle was budgeted for purchase during 1988. The Committee recommends Chief Racine be authorized to solicit bids, returning to the Committee for further review. ESTES PARK VOLUNTEER FIRE DEPARTMENT: National Park Service Agreement. The final draft of the agree- ment between the NPS and the Town has been reviewed by both agencies, the Fire Department and Town Attorney White. All revisions suggested by Town Attorney White have been inserted. The Committee recommends approval of the agreement. REPORTS: Chief Racine reported that a "promotion ceremony" was held November 17th. Bob Elste was promoted to "Captain" and Greg Filsinger was promoted to "Corporal." These promotions ensure a supervisor is on -duty during most shifts. The Police Department Rules and Regulations are being revised. A final copy should be available the first of the year. Chairman Aldrich requested Chief Racine review certain areas of the rules and regulation during a Committee meeting. The Committee reviewed the monthly reports for October.
