PARADE PERMIT - CHAMBER ADVERTISING COMMITTEE:
Barry Myers, Coordinator/Advertising Committee, appeared before the Commit-
tee requesting approval of a "parade permit" for the third Annual "Santa's
Storybook Parade" November 27 and December 12, 1987. The traditional route
is being proposed: West Elkhorn to East Elkhorn, with disbursement of all
participants and floats into Municipal Parking Lot #1 and band members into
the Estes Park Bank parking lot. Accompanying the permit were requests for
the following: (1) place an "announcer's booth" on West Elkhorn in front
of "Bob's Chevron", and East Elkhorn in front of the Transit Center; (2)
install music on the street speakers; (3) blocking of possibly six (6)
parking spaces on the west side of MacGregor Avenue for placement of
KCNC-TV remote vehicles; (3) at least two police officers to manage incom-
ing traffic control; and (4) placing the portable bleachers in the loading
zone on East Elkhorn in front of the "Old Plantation Restaurant." Mr.
Myers advised that upon receipt of the "Certificate of Insurance", a copy
will be supplied to Finance Officer Vavra. Following discussion, the
Committee recommends approval of the requests.
STAFFING PROPOSAL FOR 1988 DISCUSSION:
In a memorandum, Chief Racine stated the proposed 1988 Budget reflects the
addition of a full-time officer affecting the second half of the year and
the deletion of three (3) summer officers. The Department will then be
decreased by two; however, one additional officer will be available for
general street duty. Chief Racine proposes adding a permanent part-time
dispatcher for the second half of 1988 thereby relieving records personnel
and the Chief's Secretary of frequent changes of assignment, allowing
additional time to manage walk-in traffic. Such a proposal should enable
the Department to operate more efficiently. Following discussion, the
Committee recommends approval of the proposal.
1988 BUDGET - REVIEW:
The Committee reviewed the proposed Public Safety and Fire Department
budgets for 1988.
REPORTS:
Richard Colin, Police Officer II, submitted his resignation effective
September 3, 1987.
The Committee reviewed the Monthly Reports for the month of August.
The Department will be participating in a "Loss Prevention Seminar" Septem-
ber 30, 1987. Panel discussions will focus on preventing retail losses.
There being no further business, the meeting adjourned.
