ALARM ORDINANCE - REFERRED TO COMMITTEE FOR ADDITIONAL DIS-
CUSSION:
As referred by the Board of Trustees June 9, 1987, the Committee
received additional testimony concerning the monitoring of alarms
for private entities. Representatives of the Park National Bank
presented a copy of the "Bank Protection Act of 1968" which
mandated financial institutions to install, maintain and operate
security devices. Representatives from Allied Safe Haven ques-
tioned if the Town should monitor private institutions which
could be interpreted as "subsidizing" private entities. Mr.
Baggley expressed concern that should the Town monitor selected
entities, such entities should not be exempt from the remainder
of Ordinance 16-86. Mr. Baggley confirmed Allied Safe Haven is
capable of providing a "dedicated telephone line" and is provid-
ing such a service for approximately 30 customers. In an effort
to ensure the integrity of his system, Mr. Baggley requested a
direct telephone line from Allied Safe Haven to the Police
Department. Discussion followed with the Committee stating the
Estes Park Medical Center is a governmental agency that works
very intimately with both the Fire and Police Departments, and,
therefore, the Committee recommends adopting an ordinance
authorizing the Police Department to monitor all Town alarms and
those of the Estes Park Medical Center. The Committee also
recommends denial of Mr. Baggley's request for a direct telephone
line to the Police Department.
ESTES PARK VOLUNTEER FIRE DEPARTMENT:
Cooperative Fire Agreement with National Park Service (NPS): As
directed by the Board of Trustees, Town Attorney White prepared
and submitted a copy of the aforementioned Agreement with the
National Park Service. The NPS has offered to provide the
Department with their fire truck and station. The Town would be
responsible for all structural fires located inside the Park
boundary. The NPS would be responsible for all wildfires occur-
ring both inside and outside the Park's boundary. Chief Rumley
stated the Town would benefit from such an Agreement by gaining
an additional fire truck and station located at the west -end of
Town; such an acquisition would extend the capabilities of the
Department. Discussion followed with the Committee recommending
Chief Rumley submit a copy of the proposed Agreement (which will
include revisions made this date) to the NPS and advise.
Hazardous Material Spill: Chief Rumley advised the Larimer
County Health Department/Hazardous Waste Project reported the
possibility of two (2) "PCB" spills in the Estes Park area. The
Committee recommends Chief Rumley pursue the report to determine
the actual location and potential offender.
ISO Commercial Risk Services Report: The report determining the
Town's fire insurance rating has been completed. ISO conducted a
survey in April, 1987 and upgraded the Town's protection class

from 7 to 6. The change will affect typical mercantile prop-
erties which could lower fire insurance rates. The Committee
commended the Water Department with regard to the hydrant flow
system.
REPORTS:
The Committee reviewed the Shift Commander's Report, Training
Summary and the Monthly Report for June.
The Police Department will be conducting an auction to dispose of
firearms and general property collected to date. Firearms will
be sold to firearms dealers.
