COOPERATIVE FIRE AGREEMENT/NATIONAL PARK SERVICE: REVIEW.
The committee reviewed a third draft of the proposed Cooperative
Fire Agreement between the National Park Service (Rocky Mountain
National Park) and the Town (Estes Park Volunteer Fire Depart-
ment). Town Attorney White reviewed the agreement and expressed
the following concerns: (1) all reference made to the "Depart-
ment" should be revised to reflect the "Town"; and (2) Paragraph
12--Indemnification of the "Special Use Permit" should be revised
to state the town will indemnify to the limit of the town's
insurance coverage. Fire Chief Rumley reported the Department
voted unanimously to accept the agreement, and that only Fire
Department employees would be allowed to drive fire equipment.
Following discussion, the committee recommends approval of the
agreement contingent upon the inclusion of the revisions recom-
mended by Town Attorney White. Town Attorney White was directed
to prepare the revisions and submit them to the National Park
Service.
LONG'S PEAK SCOTTISH HIGHLAND FESTIVAL: REVIEW.
Jim Durward, representing the Long's Peak Scottish Highland
Festival, appeared before the committee requesting a critique of
the 1987 Festival. Police Chief Racine reported there were no
incidents and the department was well pleased with all coordina-
tion efforts. Dr. Durward advised he will submit a similar
request for the 1988 festival.
1988 BUDGET: REVIEW.
The committee reviewed the second draft of the Public Safety and
Fire Department budgets for 1988.
HUMAN RESOURCE SURVEY: AUTHORIZATION TO PROCEED.
Town Administrator Hill requested William Gay/University City
Science Center, be authorized to conduct a Human Resource Survey
of the Police Department. The study would be conducted by mail
directly with each Police Department employee. The survey,
estimated to cost approximately $450.00, will advise how manage-
ment of the department is being conducted. The committee recom-
mends proceeding with the survey.
CUSTOMER INQUIRIES: DISCUSSION.
Reduced Speed Limit/Highway 7. The committee reviewed a letter
dated October 6, 1987 submitted by Olena Buczacka. In an effort
to prevent accidents involving wildlife on Highway 7, Ms.
Buczacka requested a reduced speed limit to 30/35 mph. The speed
limit is currently 45 mph. Highway 7 is owned and regulated by
the state; however, the town can submit recommendations to
improve matters involving traffic. Prior to revising a speed
limit, the state conducts a "time study."

Intersection of Highways 34 and 36. Chief Racine advised he has
received several inquiries concerning the aforementioned inter-
section.
Chief Racine reported a joint meeting will be held with Police
Department staff, State Highway Department, and Public Works
Director Widmer on Friday, October 23, 1987; the two inquiries
listed above will also be addressed. The committee recommends
taking no further action at this time, pending a report of the
October 23rd meeting, directing Police Chief Racine to request a
time study on Highway 7.
REPORTS:
The committee reviewed the monthly report for September.
Wesley Kufeld has been hired to replace the vacancy left by Dick
Colin. Mr. Kufeld will begin employment December 28, 1987.
Chief Racine stated Mr. Kufeld is totally pre -trained which will
result in a substantial savings to the town.
There being no further business, the meeting adjourned.
