Chairman Aldrich commended Bob Ault for several accomplishments
over his 18 years of service which included the implementation of
the records system, including the computer, public safety command
system, and modification of the Department, bringing it up to its
professional status. Chairman Aldrich stated he enjoyed working
with Bob Ault and expressed his wishes for success and happiness
in their future endeavors to both Mr. and Mrs. Ault.
Chairman Aldrich welcomed Acting Police Chief Elste, and offered
the support of the Board of Trustees, the Public Safety Committee
and Town Administrator Hill.
COMMUNICATION CENTER - AUTHORIZATION TO PURCHASE:
Acting Chief Elste presented a photograph identifying the new
modular communication center which was designed by Motorolla.
$44,700 was budgeted in 1987 for the communication center, which
included minor remodeling of the dispatch area. The State Patrol
and Hospital were contacted regarding payment for installation of
modules for their needs in exchange for continued dispatch
services. The State Patrol has committed $2,354 and the Hospital
$1,094. The Larimer County Sheriff's Department has not respond-
ed. Due to its "modular" design, the entire center would be
relocated within the Police Department. The Committee recommends
Acting Chief Elste be authorized to purchase the communication
center, suggesting additional cable be installed should the need
arise to relocate the unit.
As there is no market for the used radio equipment, the Fire
Department has requested they be allowed to retain such equipment
for their use. An equipment truck could be converted into a
"remote communication center". The conversion is not included in
the 1987 Budget, therefore, at this time, the Department desires
to store the equipment. The Committee recommends the used radio
equipment be stored for possible use by the Fire Department.
REQUEST FOR CROSSWALK LOCATED AT COMMUNITY DRIVE & MANFORD
AVENUE:
Principal Steve Peterson, Estes Park Elementary School, and Tony
Paglia appeared before the Committee requesting a "crosswalk" be
installed at Community Drive and Manford Avenue. Mr. Peterson
stated he had received several telephone calls from concerned
parents and motorists seeking such a crosswalk to help reduce the
possibility of injuring children at this location. With regard
to the direction pedestrians should face while walking in
traffic, Mr. Peterson was advised it is best to walk facing
traffic. The Committee recommends approval of the request,
installing a 20-MPH Speed Limit Sign identifying the "school
zone". The School District will advise children, they will be
allowed to walk both directions inside the bicycle path adjacent
to Manford Avenue.

TEAR GAS/VEHICLE EQUIPMENT BID PROPOSALS - REVIEW:
Acting Chief Elste reported one firm out of three responded to
the request for bids for tear gas and vehicle equipment. The Law
Enforcement Equipment Company, Kansas City, indicated they would
allow four (4) Ithaca Model 37 12-gauge shotguns against the
purchase of the equipment at $85.00/gun. Vehicle equipment
included a light bar, mounting kit, switch module, siren and
speaker. The total tear gas bid was $282.30; equipment was
$828.10. Actual expenditure would be $770.40. As the items were
included in the 1987 Budget, the Committee recommends acceptance
of the bid proposal submitted by Law Enforcement Equipment
Company.
DRINKING FOUNTAIN - REVIEW OF BID PROPOSALS:
Bids for a new drinking fountain were received from the follow-
ing:
Wehr Plumbing $458.05
Stroh Enterprises $489.00
The Committee recommends awarding the bid in the amount of
$458.05 to Wehr Plumbing.
POLICE VEHICLES - REVIEW OF BID PROPOSALS:
Bids for two (2) 1987 police vehicles were received from the
following:
State Bid (Stevinson Chevrolet) $21,704.10
1987 Chevrolet Caprice w/$500.00 trade-in allowance
Rains Ford $25,103.20
1987 Ford LTD Crown Victoria w/$700.00 trade-in
allowance
The Committee recommends accepting the State Bid for $21,704.10.
LOUIS O'RIORDAN - GRIEVANCE:
Mr. O'Riordan appeared before the Committee expressing several
concerns regarding the Police Department.
REPORTS:
The Committee reviewed the Monthly Report for January.
All Wells Fargo alarms have been relocated to the Safe Haven
Alarm Company. Two firms using Mosier alarms have not been
relocated. The Town's methane gas and Big Thompson Plant alarms
have been retained and will be monitored by the Police Depart-
ment.
