Chairman Garrett called the meeting of the Public Safety Committee to order
at 2:00 P.M.
POLICE DEPARTMENT:
Parade Permit - Procedure. Police Chief Racine advised a new
procedure has been instituted within the Department to better track
all said permits. Prior to the event, the Department will attempt to
gather all pertinent information and present a complete application
for review by the Committee.
Homecoming Parade - Estes Park High School. The Committee reviewed a
permit application for a parade September 24, 1988 at 10:00 A.M along
Elkhorn Avenue from West Park Center to Municipal Parking Lot #1. A
Certificate of Insurance, naming the Town as an additional insured was
provided. The Committee recommends approval of the Homecoming Parade.
Christmas Parades - Advertising Committee. Barry Myers, representing
the Advertising Committee, appeared before the Committee requesting
approval for the two (2) Santa's Storybook Christmas Parades scheduled
November 25 and December 10, 1988. As the Elkhorn Lodge will no
longer be available as the dressing/staging area, Mr. Myers has
obtained approval to use the Brodie Building. The adjacent public
parking lot will also be used for parade participants. The parade
route on Elkhorn Avenue will run east to west this year due to the
change in the staging area. The November 25th parade will begin at
5:00 P.M.; the December loth parade will begin at 6:00 P.M. The
Advertising Committee is requesting:
1. A waiver of the Insurance Certificate.
2. 5 parking spaces be reserved on the west side of MacGregor
Avenue across from the Municipal Building to allow parking
of the KCNC-TV Satellite Truck.
3. No parking be allowed from Riverside Drive to the Waterwheel
for the November 25th Parade.
4. Christmas music be allowed from November 25th to January
1st.
Mr. Myers requested Item #3 due to the amount of people anticipated at
the November 25th parade. Last year approximately 13,000 attended the
parade; with the amount of people on the street, plus vehicles, the
parade path was heavily congested causing public safety concerns.
Discussion followed regarding the no parking request; Trustee
Dickinson raised the concern of the elderly and infirmed citizens who
park on Elkhorn Avenue to view the parades. Mr. Myers stated
bleachers will again be used this year. With regard to music, the
Committee questioned if Riverside Plaza would be included. Mr. Myers
stated he would discuss this item with Steve Swickard. Eventually,
the Advertising Committee desires to have all speakers permanently
installed for use by all parades. Trustee Aldrich questioned if the
parade could be extended to the east end of Town. Due to the

intersection of State Highways 34 and 36, the State would become
involved. In addition, if the intersection is closed, it is
anticipated major traffic congestion would occur. There being no
further discussion, the Committee recommends approval of (1) the
insurance waiver, (2) reserving 5 spaces for the KCNC-TV truck, (3) no
parking be allowed beginning at 3:00 P.M. on November 25th from River-
side Drive to the Waterwheel, and (4) that the seasonal, holiday music
will be allowed from November 25th to January 3rd in the downtown
area.
Easy Rider Motorcycle Show - Review. Prior to review of the public
safety concerns with the aforementioned show, Chairman Garrett stated
the ad included in the "Easy Rider" Magazine promoting the Estes Park
event was offensive. President Russell stated the ad was not placed
by the Horse Show and Rodeo Committee. Police Chief Racine provided a
list of incidents reported to the Department during September 17th and
18th relating to the motorcycle event. Chief Racine stated costs were
doubled due to the increase in man hours. There were no serious
problems reported. Ken Hobert stated the Lions Club members attending
to the concession area did not feel threatened in any way; proceeds
gathered were very high. The Committee requested Chief Racine attend
the next Stanley Park Committee meeting at which time a full review of
the event will take place.
Correspondence.
The Committee reviewed a letter submitted by Danford Hoben. Mr. Hoben
expressed concern regarding the speed limit violations on East
Riverside Drive. Chief Racine has responded to Mr. Hoben's letter,
East Riverside Drive has been placed on the "special attention" list,
and the Sheriff's Department has also been advised.
The Committee reviewed a letter dated August 21, 1988 submitted by Joe
Chapman. Mr. Chapman had received a $30.00 fine and, included with
payment, he commended Officer Greenman for the courtesy he displayed.
The Committee also commended Officer Greenman, stating the letter
would be placed in his personnel file.
The third item of correspondence was a letter dated September 14, 1988
submitted by Lorraine Roberts/Pet Association. Ms. Roberts expressed
appreciation to the Department and Committee for allowing Officer
Hales to educate school children in pet care. The Committee commended
Officer Hales for her effective teaching methods, and stated this
letter would also be placed in her personnel file.
Colorado Law Enforcement Officer Magazine. The Committee reviewed a
news article submitted by Chief Racine for the aforementioned
magazine. The Committee complimented Chief Racine on his comments
aimed at maintaining the high public image of the Department and Town
of Estes Park.
Reports.
The Committee reviewed the monthly reports for August. The computer
is on line and the revised reporting format is much improved.
ESTES PARK VOLUNTEER FIRE DEPARTMENT.
The Department had no items for discussion at this time.
There being no further business, Chairman Garrett adjourned the meeting at
2:36 P.M.
