PROPOSAL TO REDESIGN POST OFFICE PARKING LOT - DISCUSSION.
The Committee reviewed a memorandum dated February 16, 1988
submitted by Police Chief Racine. The Department has received
numerous complaints concerning both safety and congestion. A
comparison study for 1985 - 1987 indicated accidents have in-
creased by approximately 400%. Chief Racine submitted two
options to redesign the parking lot, as follows:
Plan "A": Reinstitute the one-way traffic loop in the
parking lot, and stripe the entire lot for
diagonal parking. This plan would result in a
loss of 17 parking spaces.
Plan "B": Reinstitute the one-way loop in the parking lot,
and stripe the portion of the lot nearest the
Post Office and the row directly east for diago-
nal parking. This plan would result in a loss of
7 parking spaces.
Chief Racine also presented a drawing indicating both plans.
Actual striping of the lot may result in a variation of remaining
or deleted parking spaces. This parking lot was redesigned in
1986 to accommodate the Confluence Park/Plaza Project. Chief
Racine stated that perhaps emphasis should be placed on conve-
nience for the community in lieu of parking spaces. In polling
Committee members, Chairman Aldrich and Trustee Dickinson favored
Plan "A" and Trustee Habecker favored Plan "B". In the interest
of public safety, the Committee recommends Plan "A" be approved.
POLICE DEPARTMENT REMODELING PROJECT - REQUEST AUTHORIZATION TO
OBTAIN BIDS.
Chief Racine requested authorization to obtain bid to remodel the
Police Department for expansion of the Records Section. This
item was budgeted for 1988. The Committee recommends Chief
Racine be authorized to request bids for the remodeling, return-
ing to the Committee for further review.
ESTES PARK VOLUNTEER FIRE DEPARTMENT.
Representatives of the Fire Department did not attend the meeting
as they had no items for discussion at this time.
REPORTS.
The Committee reviewed the Monthly Reports for January.
Trustee Barker requested an update concerning the State Highway
Department and the "yield" sign at the Highway 34/36 Inter-
section, and if the Highway Department could review the Inter-
section of West Elkhorn Avenue and the Bypass. The West
Elkhorn/Bypass intersection presents a potential hazard area for
BRADFORD PUBLISHING CO.

traffic accidents. The Highway Department has not made contact
for several months; however, Chief Racine will advise the
Department of the aforementioned concerns and schedule a meeting
in the near future.
