Chairman Garrett called the meeting of the Public Safety Commit-
tee to order at 2:02 P.M.
POLICE DEPARTMENT:
Rules and Regulations. Police Chief Racine presented a
newly revised copy of the Department's Rules and Regu-
lations. The Committee commended Chief Racine and the
Police Department staff for a job well done. A reference
copy will be retained in the Town Administrator's office.
I.A.C.P. Conference. Chief Racine and Trustees Aldrich and
Dickinson commented on the Chiefs of Police Conference held
in Portland October 15 - 20, 1988. The facilities were
inadequate; however, general sessions concerning drug
prevention and youth gangs were very valuable. Chief Racine
stated that during their lifetime, 83% of 12-year olds will
be victims of violent crime. Drugs continue to be the
number 1 crime problem.
Correspondence. The Committee reviewed a letter dated
September 29, 1988 submitted by Catherine B. Burton. In
summary, Ms. Burton questioned the Department's hiring
practices. Chief Racine reported he has responded to those
concerns expressed by Ms. Burton.
In a letter dated August 22, 1988, Jim Nuernberger commended
the Police Department for their helpful, courteous assis-
tance in an incident that occurred in June. A similar
letter dated September 28, 1988 was submitted by Elwood
Steiner.
Twelve (12) Reclamation area residents submitted a letter
requesting a "children at play" sign be placed on Third
Street. Chief Racine reported he had inspected the area in
question and has determined Second Street may also require
such a sign. Chief Racine will discuss installation of the
signs with Public Works Director Widmer.
Uniform Plan. The Committee reviewed the "uniform plan" as
prepared and submitted by Chief Racine. The plan clearly
identified those regulations placed on the Department,
including the uniform allowance, and listed each article of
clothing and equipment that will complete a uniform. Chief
Racine also prepared a budget sheet indicating the cost of
the uniforms in 1989, with projections in 1991. The
Committee recommends approval of the Uniform Plan as
submitted this date.
November/December Meeting Dates. Following discussion, the
Committee recommends the November 24th and December 22nd
Public Safety Committee meetings be cancelled. The Commit-
tee will, however, receive the November and December Monthly
Reports.

Reports. The Committee reviewed the Monthly Report for
September. To date, five (5) drug arrests have taken place.
With regard to the findings included in the Talmey Telephone
Survey, the Committee complimented Chief Racine in receiving
a high vote of confidence from the community. Less than 1%
criticized the Department.
The Committee requested: (1) Chief Racine review the
flashing yellow light attached to the "yield" sign at the
Intersection of Highways 34/36; and (2) a program be devel-
oped whereby shoplifting could be addressed in the school
system.
ESTES PARK VOLUNTEER FIRE DEPARTMENT:
The Department had no items for discussion at this time;
however, Town Administrator Klaphake reported Gtaff will
review the 1989 budget appropriation for equipment.
There being no further business, Chairman Garrett adjourned the
meeting at 2:58 P.M.
