RECORD OF PROCEEDINGS / Public Safety Committee April 28, 1988 Committee: Chairman Garrett, Trustees Aldrich and Dickinson Attending: Also Attending: All Mayor Dannels, Town Administrator Hill, Police Chief Racine, Fire Chief Rumley, Finance Officer Vavra, Clerk O'Connor Absent: None Chairman Garrett called the meeting of the Public Safety Commit- tee to order at 2:00 P.M. PARKING - EAST ELKHORN AVENUE. Police Chief Racine requested the parking be removed from East Elkhorn Avenue beginning May 27, 1988 at 12:00 Midnight and replaced Monday, September 19, 1988. The Department will adver- tise the parking enforcement in the local newspaper and radio station. The Public Works Department is responsible for placing of the bollards. The Committee recommends approval of the request to remove parking on East Elkhorn Avenue effective at 12:00 Midnight May 27, 1988 and replacing parking September 19, 1988. ROOFTOP FAIR & RODEO COMMITTEE - PARADE PERMIT. Chief Racine presented an application for a parade permit submit- ted by the Rooftop Fair and Rodeo Committee for a parade scheduled July 22, 1988. One parade will be held during the Rooftop Rodeo this year. The Committee recommends approval of the Rooftop Fair & Rodeo Parade Permit. COMPUTER TERMINAL - REQUEST AUTHORIZATION TO REPLACE UNIT. Chief Racine reported one the computer terminals is no longer in operation and requested authorization to replace the unit with an "Altos V" display terminal. A price estimate, offered by a local dealer, is $750. The expenditure will cause a reallocation of funds; however, the expenditure is within the 1988 Police Budget. The Committee recommends approval of the request. ESTES PARK VOLUNTEER FIRE DEPARTMENT. Training Materials - Request Authorization to Purchase. Fire Chief Rumley advised training materials, including a video tape and handbook are available for $800/set. Chief Rumley stated the Department has reviewed the video tape and handbook; in their opinion, the novice fireman could reap a great deal of benefit from this training aide. The firm supplying the materials has given the Department authorization to reproduce the handbook; however, the video tape cannot be duplicated. Adequate funds are available in the 1988 Fire Department Budget for such an expenditure. The Committee recommends the request be approved. "Open Burning" Ordinance - Discussion. Chief Rumley reported the ordinance banning open burning inside Town Limits was inadver- tently omitted from the Municipal Code during a revision. The Fire Department is requesting this ordinance be reinstated. Following discussion, the Committee recommends the request be approved, directing Town Attorney White to prepare the ordinance, submitting it to the Board of Trustees May 10, 1988. RECORD OF PROCEEDINGS Public Safety Committee - April 28, 1988 - Page two REPORTS: In anticipation of Memorial Day Weekend, either one or two experienced summer officers, who worked for Estes Park in 1987, will be assigned to work traffic this year. The Police Department is hosting a Security Program May 25, 1988 for the Financial Institutions of Estes Park. Larimer County Sheriff Jim Black, and representatives from the FBI will also be attending. Chief Racine submitted a "Business Alert" Handbook which will be distributed to all merchants The Committee reviewed the Monthly Reports for March, 1988. Chief Racine expressed the appreciation of the entire Police Department to retiring Town Administrator Hill. There being no further business, Chairman Garrett adjourned the meeting at 2:25 P.M.
