RECORD OF PROCEEDINGS ✓ Public Safety Committee January 20, 1988 Committee: Chairman Aldrich, Trustees Dickinson and Habecker Attending: Also Attending: All Town Administrator Hill, Police Chief Racine, Finance Officer Vavra, Fire Chief Rumley, Assistant Fire Chiefs Watson and McCracken, Clerk O'Connor Absent: None HUMAN RESOURCE SURVEY OF POLICE DEPARTMENT - REVIEW OF RESULTS. The Committee reviewed the results from the. Police Personnel Survey conducted by the University City Science Center. Survey data indicated there has been significant improvement in the attitudes of the sworn personnel in the department. Civilian employees are generally satisfied with their jobs and conditions in the department. The Committee was pleased with the survey and commended Chief Racine and all department employees for the improvements that have taken place thus far. POLICE DEPARTMENT VEHICLE - REVIEW OF BIDS. The Committee reviewed a "state bid" in the amount of $12,625.00 for a 1988 Jeep Cherokee Station Wagon. A new 4-WD vehicle was included in the 1988 Budget. The vehicle will be purchased "outright" with no trade-in. The Committee recommends the state bid in the amount of $12,625.00 be accepted. CIVILIAN EMPLOYEE UNIFORM - DISCUSSION. Chief Racine expressed concern in continuing to allow civilian employees to wear the police uniform. Citing higher costs, liability, and operational concerns, Chief Racine reported he is investigating potential alternatives. Civilian employees include Records Personnel, Department Dispatchers and the Secretary. Additional information will be forthcoming. ESTES PARK VOLUNTEER FIRE DEPARTMENT: Baldpate Estates - Request for Fire Protection. The Committee reviewed a letter dated November 6, 1987 submitted by Attorney John Chilson to Town Attorney White. Mr. Chilson is representing the developer of Baldpate Estates. A portion of the subdivision lies within the Allenspark Fire Protection District. The north- ern portion does not, and it has been served by the Estes Park Fire Department. The developer has filed an "exclusion" from the Allenspark Fire District and is seeking an agreement with the Town whereby the entire subdivision would be served by the Estes Park Fire Department. Due to the absence of Attorney Chilson, the Committee recommends: (1) this item be tabled to the next Public Safety Committee meeting in February; and (2) Fire Chief Rumley contact the Allenspark Fire Chief to receive comments from their fire district. Public Safety Facility Study. Fire Chief Rumley expressed concern with increasing traffic congestion near and access from the Municipal Building. A potential site for relocation is the former swimming pool building which is located on Town property. Should the Fire Department relocate, they would abandon the Municipal Building Facility. Police Chief Racine stated that should the Fire Department be relocated, the additional space could be used for future expansion. Perhaps the entire Public BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - January 20, 1988 - Page two Safety Department (Fire and Police) should be relocated as one unit. The Committee stated a plan coordinating space requirements of all departments should be prepared. The plan should include existing as well as future needs of each department and how such a plan would relate to Public Safety in particular. The Committee recommends this item be referred to the Public Works Committee. Fire Chief Rumley was also directed to submit a list indicating facility needs for his department. Funding Request for Training Center. Chief Rumley reported funds were not specifically allocated to continue funding the training center which is under construction. Approximately $12,000 was included in the 1987 Budget; however, this amount was not auto- matically transferred and included in the 1988 Budget. The Committee recommends Chief Rumley submit a budget request for this line item. REPORTS. The Committee reviewed the monthly Police Department reports for December, 1987. The department has initiated "child abuse investigation" training; two employees are currently enlisted in this program. DUI arrests are beginning to level -off; this trend is occurring across the county. There being no further business, the meeting adjourned.
