Chairman Aldrich called the meeting of the Public Safety Commit-
tee to order at 10:45 A.M.
DEPARTMENT OF HIGHWAYS - UPDATE.
The Committee reviewed correspondence between the Department of
Highways and the Police Department regarding the speed limit on
State Highway 7. The Highway Department conducted a traffic
investigation on Highway 7 from Morgan Street to Carriage Drive.
The investigation included an examination of accident data from
October 1, 1986 to October 1, 1987, consideration of inter-
sections, residential developments, and other highway features.
Based upon the investigation, the Highway Department feels the
existing speed limit of 45 mph is appropriate. In a letter dated
February 19, 1988, Chief Racine reiterated his concerns citing
higher incidents of animal traffic crossing Highway 7, the
increased use by senior citizens due to the senior apartment
complex, and the higher density of population in this area.
Additional information may be forthcoming.
Chief Racine also requested an investigation for the intersection
of West Elkhorn Avenue and the Bypass. The Highway Department is
considering additional signage and construction of a traffic
island in this area. It is anticipated this work could be
completed by spring.
CIVILIAN EMPLOYEE UNIFORMS - REQUEST AUTHORIZATION TO PURCHASE.
As discussed during the January 20, 1988 Committee meeting, Chief
Racine submitted additional information pertaining to uniforms
for civilian employees in the Police Department. An expenditure
of approximately $1,200 would provide uniforms for the dispatch-
ers, records personnel, and the secretary. The expenditure will
exceed the 1988 Budget line item; however, adequate funds are
available in other areas of the Police Department's budget. The
uniform will serve both male and female employees. Following
discussion, the Committee recommends Police Chief Racine be
authorized to purchase the civilian uniforms for an expenditure
of approximately $1,200.
POLICE DEPARTMENT STAFFING - UPDATE.
Part -Time Summer Personnel. Orientation for the six (6)
part-time summer officers has been scheduled for June 9th and
10th. Representatives from the Department, Chamber of Commerce
and various other Town representatives will participate in the
orientation. Three of these part-time employees will begin work
full-time June llth, the remaining three employees will begin
work on a staggered schedule within the following two weeks.
There is a possibility the experienced summer officers could work
Memorial Day Weekend.

Full -Time Police Officer I. A full-time Police Officer I posi-
tion was budgeted for the last half of 1988; the position will be
filled June 9th. The officer will also receive orientation June
9th and loth. It is anticipated the officer will be fully
certified, needing only "Field Training Officer" experience to
complete the training.
Part -Time Permanent Dispatcher. The Department is in the process
of advertising the position of part-time permanent dispatcher.
This position was also budgeted in 1988.
PARKING ENFORCEMENT - DISCUSSION.
Trustee Dickinson requested discussion concerning the parking
enforcement for the 1988 summer season. As public opinion views
parking tickets as "anti -Estes Park", Chief Racine anticipates
using a low-key approach to parking enforcement. The Department
will attempt to provide additional information identifying those
parking lots with designated "no limit" parking spaces and RV
parking which should aide all motorists. Chief Racine will also
investigate advertising such information in the local newspaper.
ESTES PARK VOLUNTEER FIRE DEPARTMENT.
Representatives of the Fire Department did not attend the meeting
as they had no items for discussion at this time.
REPORTS.
The Committee reviewed the monthly reports for February.
The new 1988 Jeep Cherokee should be delivered late this month.
Chief Racine and the entire Committee commended the Estes Park
Volunteer Fire Department for a job well done. Professionalism
and spirit are at a very high level; the Town is being well
served.
There being no further business, the meeting adjourned at 11:30
A.M.
