RECORD OF PROCEEDINGS Public Safety Committee May 26, 1988 Committee: Chairman Garrett, Trustees Aldrich and Dickinson Attending: All Also Attending: Mayor Dannels, Town Administrator Klaphake, Police Chief Racine, Fire Chief Rumley, Finance Officer Vavra, Recording Secretary -Jo Hutter Absent: None Chairman Garrett called the meeting of the Public Safety Committee to order at 2:00 P.M. Congratulations Chairman Garrett expressed "Congratulations" to Officers Hurley, Repola and Mansanares for their hard work and dedication in their completion and graduation of their C.L.E.T.A. (Colorado Law Enforcement Training). The committee also wishes to express their appreciation to Gary Fox for his compassionate response on a death call. Rules & Regulations Chief Racine reported that the departments rules and regulations book is now in effect and complete. This book contains E.P.P.D. rules, regulations and procedures. It was noted that liability issues were a prime consideration in writing the policies. The Chief wished to recognize all those department members who participated in the development and editing of this book. The committee requested one copy be kept current in the Town Administrator's office. Scheduling of the next Committee Meeting The committee agreed to schedule the next Public Safety Committee Meeting for June 30, 1988, at 2:00 p.m. in the board room. Riverside Park Chief Rumley reported that adequate protection cannot be provided to the rear of the buildings of Riverside Park. He stated that last fall an EPURA board member assured him that adequate access would be provided and said access would support heavy fire equipment. This has not been done. Fourteen (14) feet of access is not adequate for fire equipment, nor safe placement of same. Chief Rumley presented a letter regarding this matter for the purpose of a public record in the event of a liability suit in the future. Chief Rumley also stated that he has had trouble in obtaining cooperation from EPURA in the past, but this was the first time he had ever brought it to the attention of the committee. The committee discussed the matter and it was decided that on May 27, 1988, at 2:00 p.m., Town Administrator Klaphake, Mayor Dannels, Jack Rumley, Chief Racine, and the designer would get together to investigate possible public safety concerns. Chief Rumley stated the he heard a rumor that there would be "Western Justice" entertainment in Riverside park during a scheduled event there and that he would not be responsible for fire protection of this event. The committee assured him that the type of entertainment scheduled for that event would be puppets, performing artists, music, clowns etc., there would be no "Western Justice" type of entertainment. The committee reviewed the procedure for the presentation of issues for the Public Safety Agenda. Items are to be discussed with the Town Administrator and Mayor. The committee is to be advised, and the committee will then present recommendations to the town board. Monthly Report Chairman Garrett raised a question as to the breakdown of items on the Monthly Report such as Motor Vehicle Accidents and their causes, Arrests, etc. Chief Racine stated that had been waiting 3 months for a new format for this report, and believes it is forthcoming. Summer Parking Enforcement Trustee Dickinson raised the issue of Summer Parking Enforcement. The following items concerning strict enforcement of overtime parking were discussed. - Economically the cost of strict commensurate with the dollar return. - Parking tickets are a source of bad enforcement is not public relations to visitors who come here and support the town financially. There is a perception that merchants and employees use up the more convenient spaces and thus hurt business. The Chief stated that the 1987 summer program ran extremely well with few complaints due to the fact that he concentrated the departments efforts on keeping the traffic running smoothly and assisting the tourists. The Chief also stated that he would do whatever as long as he received the resources to do expected to place parking as a higher priority movement and safety. It was agreed that the merchants and employees area were to be contacted by mail to: was asked of him it and was not over the traffic in the downtown 1. Enlist their support and compliance and, 2. Several suggestions were discussed ie: strict enforcement of over time parking and having the merchants validate parking tickets and paying the fine for offenders who had a receipt.
