RECORD OF PROCEEDINGS âś“Public Safety Committee April 25, 1989 Committee: Chairman Garrett, Trustees Aldrich and Dickinson Attending: All Also Attending: Police Chief Racine, Lieutenant Emerine, Secretary Hutter, Clerk O'Connor Absent: Town Administrator Klaphake Chairman Garrett called the meeting of the Public Safety Commit- tee to order at 2:01 P.M. POLICE DEPARTMENT: Mental Health Services. Chief Racine briefed the Committee on proposed cutbacks in mental health services by the Larimer County Mental Health Department. Approximately 50% of the services now available in Estes Park will be elim- inated effective July 1st. Cutbacks, due primarily to the lack of Federal Funding, will result in the elimination of counseling for all but the most chronically mentally ill. Testimony in support of retaining and increasing mental health services was offered by: Bob Richardson, represent- ing the Park School District and the Estes Park Hotline; Merritt Martin, representing the Crossroads Ministry; Dr. Maurice Ward, a mental health professional; and Kathy Dill, representing the Estes Park Medical Center. Chief Racine stated a jail cell is not the proper place for the mentally ill, and in such cases, the Department does not have the personnel nor facilities to properly treat such individuals. Ms. Dill reported the hospital also is not equipped to treat the mentally ill. Following discussion, the Committee recommends: (1) the Committee officially join the School District, Crossroads Ministry, and the Community Wellness Counsel and strongly protest said cutbacks to the Larimer County Mental Health Department; (2) Chief Racine draft such a letter to include those aforestated agencies; (3) each representative speaking today also contact other agencies, enlisting their support; and (4) that the Mayor, on behalf of the Town, also submit a letter (no later than Friday, April 28th) of protest to Larimer County. Parade Permits: The Committee reviewed the following parade permits: (1) Rocky Mountain Miniature Horse Club. The Club is requesting a horse parade every day beginning June 14th through June 18th. Staff suggests approval of the June 14, 15, and 16 dates, and denial of the June 17 and 18 (Saturday and Sunday) dates. The Committee recommends approval of the permit for parades June 14 - 16, 1989. (2) Circle J Morgan Horse Association, scheduled July 14th - the Committee recommends approval of this permit. (3) Classic Car and Horseless Carriage Clubs, scheduled May 27th. Harry Hutcherson, representing the Clubs, is requesting the Town waive its insurance requirements as they plan to "drive through" Estes Park as part of their annual tour. Staff concurs with this request. The Committee recommends ap- proval of the permit. Reports. The Committee and staff commended the Trail Gazette for their recent news article concerning Substance Abuse. The Committee recommends the Town Board issue a letter of support to the newspaper for the exceptionally well done article. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - April 25, 1989 - Page two Chief Racine reported the Department has ordered an identi- fication system which will provide ID cards for Town person- nel. An estimated expenditure is $1,000. Chief Racine confirmed the Department could expand the program to other persons should the need arise. The Committee reviewed a letter dated April 14, 1989 submit- ted by James W. Winchester. Mr. Winchester commended Officer Dave Hurley for his courteous, efficient and profes- sional manner during a mishap April llth. The Committee also commended Officer Hurley for a job well done. The Committee also reviewed the Department's monthly reports through March 31, 1989. Concerning training programs, Chief Racine reported participants are required to submit a written report and share conference material with the Department. Such information will also be available to the Committee. As the summer season is approaching, Chairman Garrett requested Chief Racine provide a conceptual drawing indicat- ing all public parking spaces. ESTES PARK VOLUNTEER FIRE DEPARTMENT. As Chief Rumley was not present, discussion concerning lights and sirens will be continued to the meeting in May. There being no further business, Chairman Garrett adjourned the meeting at 2:43 P.M.
