Chairman Garrett called the meeting of the Public Safety Commit-
tee to order at 2:01 P.M.
POLICE DEPARTMENT:
1. Traffic. Police Chief Racine briefed the Committee on
traffic flow, citations, and summer personnel, stating
the Department has shifted their attention to illegal
parking. Trustee Hix voiced his concern with existing
habitual offender procedure and questioned if the
visitor could receive "courtesy tickets" in lieu of
citations. Chief Racine advised selective enforcement
of any ordinance is illegal, therefore, the Department
cannot issue a courtesy note to the visitor and issue a
citation with an associated fine to a habitual offender.
The Committee also discussed the possibility of "track-
ing" the chronic offender. The Committee recommends:
(1) the Department continue its parking enforcement
endeavors, including the initiation of a program to
track and identify the frequent offender, and (2) that a
worksession be scheduled during the winter months with
the entire Board of Trustees to consider any options
available in this regard.
Traffic (General). Chief Racine advised he had met with
businesses in the area of the Stanley Avenue/Highway 36
intersection to discuss a mandatory right turn only onto
Highway 36; and Trustee Habecker questioned if a green
arrow from Riverside Drive onto Elkhorn Avenue could be
added to the signal light when traffic is turning left
from Elkhorn Avenue. The Committee recommends Chief
Racine meet with appropriate State Highway Officials to
discuss: (1) signage at the Highway 36 and Stanley
Avenue intersection, and (2) the addition of a green
arrow as identified above.
2. Parade Permit. The Committee reviewed a parade permit
application submitted by Americade for a motorcycle
parade September 8th. The parade is identical to that
which took place in 1988, and Chief Racine assured the
Committee a Certificate of Insurance would be submitted.
The Committee recommends approval of the parade permit.
3. Reports. Photo ID equipment has been received and the
Department is in the process of issuing all Town employ-
ees a photo ID badge. Two communications dispatchers
recently joined the Department. The Committee reviewed
various correspondence received during the months of
May, June and July.

FIRE DEPARTMENT:
1. Fire Support Services. In cooperation with the Estes
Park Volunteer Fire Department, approximately 24 Town
employees, who would serve on a voluntary basis with
associated wages, could be trained to offer support
services. All employees would receive a training
session with Chief Rumley prior to any assistance. The
support services could include assistance in communica-
tions, driving of trucks/shuttles. Prior to calling the
support services to duty, Chief Rumley would be required
to contact the Town Administrator and Public Works
Director. Following discussion, the Committee recom-
mends Town Administrator Klaphake proceed with schedul-
ing a preliminary meeting of the Town employees, report-
ing his findings at, the next Committee meeting.
RMNP Communication Headquarters. Rocky Mountain Nation-
al Park Superintendent Thompson is seeking authorization
to relocate the Park's Communication Headquarters to the
Police Department should a major fire occur in the Park.
Such authorization would allow the Park to include this
relocation in their Fire Emergency Plan. Following
discussion, the Committee recommends approval of the
request, authorizing Chief Racine to coordinate this
effort.
2. Fire Door - Window Installation. The Department re-
quested authorization to install a window in the fire
door entering the lobby of the Police Department.
Administrator Klaphake reported adequate funds are
available in the 1989 Budget to fund this project. The
Committee recommends approval of the request, referring
the actual construction coordination to the Public Works
Department.
There being no further business, Chairman Garrett adjourned the
meeting at 2:51 P.M.
