RECORD OF PROCEEDINGS Public Safety Committee January 26, 1989 Committee: Attending: Also Attending: Chairman Garrett, Trustees Aldrich and Dickinson All Mayor Dannels, Trustee Barker, Town Administrator Klaphake, Police Chief Racine, Finance Officer Vavra, Acting Lieutenant Emerine, Secretary Hutter, James Durward, Clerk O'Connor Absent: None Chairman Garrett called the meeting of the Public Safety Commit- tee to order at 2:02 P.M. POLICE DEPARTMENT: Domestic Diversion Program. Secretary Hutter outlined the aforementioned program which was instituted November 26, 1988. In applying for and receiving a grant in the amount of $1,800 from the Victims Assistance Law Enforcement Agency, victims of domestic violence will now have a safe shelter available in Estes Park. Local authorities will be able to place women and children in hotel/motel rooms for up to three days. Local volunteers are being recruited to train as advocates for victims of domestic violence; Alter- natives for Battered Women will provide the training. Advocates will not counsel the victims; however, they will be trained to offer support, recognize the needs of the victims, make arrangements for counseling or safehousing, and assist the victim through the judicial system. Confidentiality will also be stressed during the training sessions. Police Chief Racine and the Committee expressed their appreciation to Ms. Hutter for her initiative in obtaining the grant and in ensuring this viable program is available to the community. Elste Memorial Trust Fund. Chief Racine reported the Executor of the Elste Estate has initiated an Elste Memorial Trust Fund. Donations will be given to the Parents and Community for Kids Organization earmarked for drug preven- tion. The Department has donated $650 to help defray the cost of a speaker. Personnel. (1) Chief Racine reported Bobby Emerine has been promoted to Acting Lieutenant, Gregg Filsinger to Acting Sergeant, and Bob Cazan to Acting Detective. The Department is currently screening applications to fill the Policeman I position. An effort will be made to hire an individual who has received prior training. The Committee offered their congratulations to those employees receiving a promotion. (2) Chief Racine reported the Animal Control Officer posi- tion had not been filled. The Police Officers have been able to adequately provide this service for the community. Chief Racine requested authorization to amend the Animal Control Officer position, making it a permanent, part-time job during the summer months. A full-time officer could then be hired, making this suggestion the most economical for the entire Department. Following discussion, the Committee recommends approval of the request, authorizing an additional full-time officer, and amending the Animal Control Officer position to permanent, part-time status. RECORD OF PROCEEDINGS Public Safety Committee - January 26, 1989 - Page two (3) Officer Randy Repola recently graduated from the Drug Abuse Resistance Education Program, and was selected by the team of Illinois State police instructures as the student in the Colorado class who most epitomizes the Program. The Committee expressed their congratulations to Officer Repola and recommends a Statement of Support from the Committee be issued for the development of the program in the School District. Scottish Highland Festival. James Durward, Presi- dent/Scottish Highland Festival appeared before the Commit- tee requesting personnel assistance with parking and traf- fic, and approval of a Parade Permit on Saturday, September 9th. The parade is scheduled to begin at 9:30 A.M. - 10:00 A.M., from West Park Center to MacGregor Avenue, and north to Park Lane. President Durward requested parking not be allowed along Community Drive from Highway 36 to Park High School. The requests are identical to those requested for the 1988 Festival. Following discussion, the Committee recommends approval of the requests, with staff ensuring all details are resolved. Chief Racine advised the Parade Permit will be submitted for additional Committee review. ESTES PARK VOLUNTEER FIRE DEPARTMENT: The Fire Department had no items for discussion at this time. REPORTS. The in-house computer system update is now underway. This project, in the amount of $13,000, was included in the 1989 Capital Expenditures. The Department is currently purging records for the microfilming project. The successful bidder will prepare and film all the documents. The Police Secretary's office will receive new furnishings and carpeting; this project should be completed by Spring. Department uniforms have been ordered. A photo session will be scheduled prior to the summer season. The Committee reviewed the December and Year-to-date Activity Report. Calls for service in December were 380; the total for 1988 was 5,816. The new computer system will provide such comparisons on a routine basis.
