Chairman Garrett called the meeting of the Public Safety Commit-
tee to order at 4:00 P.M.
1990 BUDGET - REVIEW OF CAPITAL EXPENDITURES.
Capital expenditures for 1990 were reviewed by Chief Racine.
Budget items marked with one asterisk are to be bid; and, follow-
ing receipt of all bids, they are to be submitted to the Commit-
tee for further action. Those items marked with two asterisks
are to be taken to the Committee prior to the bidding process.
Capital expenditures for 1990 include ballistic vests, a call
check for the second communications station, and vehicles.
NLC "FIGHT BACK AGAINST DRUGS" WEEK - REVIEW.
Chief Racine reported the Department participated in the
NLC-sponsored Fight Back Against Drugs Week held December 3 - 9,
1989. Activities included a youth poster contest. Local mer-
chants donated gifts to the winners of the contest. The Depart-
ment will increase its advertisement efforts for this program in
1990.
During the recent NLC Annual Conference, Chairman Garrett pur-
chased various tape recordings relating to drugs and training;
said tapes will be donated to the Department for their use.
FROST GIANT RACE - REQUEST FOR ASSISTANCE.
In a letter dated November 27, 1989, Gregg Farmer, Recreation
Supervisor/EVRPD requested the Department provide two (2) offi-
cers to coordinate traffic during the 12th Annual Frost Giant
Footrace which has been scheduled January 21, 1990. The race,
which will begin at the Municipal Building, will use MacGregor
Avenue/Devil's Gulch Road, the Highway 34 Bypass, and Big Horn
Drive. The Committee recommends the Department provide the
assistance as requested. Mr. Farmer also requested use of Room
100. As the Town anticipates remodeling efforts will be
underway, the Committee suggests Room 203 be made available.
SCHOLARSHIP GRANT - REPORT.
Chief Racine reported the Southwestern Law Enforcement Institute
has awarded the Department with a scholarship of $1,500 for an
officer to attend the Command and Management School. The tuition
and additional scholarship monies will help defray living ex-
penses; the Department will incur an expense of approximately
$2,500 which will be derived from the Department's training
account. Lieutenant Emerine will be attending the 3-month
training.

ESTES PARK VOLUNTEER FIRE DEPARTMENT.
The Department had no items for discussion at this time.
REPORTS.
The Committee reviewed the Monthly Report for December, 1989.
Following completion of all agenda items, Chairman Garrett
adjourned the meeting at 4:17 P.M. to receive a tour the Police
Department.
