RECORD OF PROCEEDINGS /Public Safety Committee October 26, 1989 Committee: Chairman Garrett, Trustees Aldrich and Dickinson Attending: Also Attending: Absent: All Police Chief Racine, Clerk O'Connor Town Administrator Klaphake Chairman Garrett called the meeting of the Public Safety Commit- tee to order at 2:00 P.M. POLICE DEPARTMENT: 1. Parade Permit. The Committee reviewed an application for a Parade Permit submitted by the El Jebel Shrine for a parade June 2, 1990 at 10:00 A.M. The proposed route is from the Spruce Drive/Elkhorn Avenue Inter- section to Manford Drive/State Highway 7. The parade will consist of approximately 27 entries/200 people. The Committee recommends approval of the application, pending receipt of an adequate Certificate of Insur- ance. 2. IACP Conference Update. Chief Racine briefed the Committee on the recent International Association of Chiefs of Police Conference held in Louisville, Kentucky. The focus of the conference centered on the drug epidemic across the country. Crime prevention, particularly against the elderly, was also addressed. Chief Racine suggested, and the Committee concurred, that the Department seek involvement by members of AARP. Acting as a catalyst, AARP could initiate a neighborhood watch project; the Department would, of course, always be available to assist those citizens in need. Chief Racine also reported he purchased various new products on the market to assist the Department in their various duties. 3. Traffic Update. Chairman Garrett reported on a letter dated September 29, 1989 submitted by Karla Harding, District Traffic Engineer/Colorado Department of Highways. Ms. Harding supplied information pertaining to school crossings and child protection measures. The Committee recommends staff research the information received and report to the Committee in the near future. Chief Racine reported on a recent meeting held with District Traffic Engineer Harding and Chairman Garrett. The Committee reviewed a memorandum dated October 3, 1989 submitted by Chief Racine to Administrator Klaphake. Each area inspected, along with potential suggestions for improvement, were reviewed. As the 1990 Budget contains funding for a traffic study, action on the aforementioned suggestions will be postponed. Chairman Garrett stated a traffic study workshop, involving the entire Board of Trustees, should be scheduled to discuss and set priorities. The Committee reviewed a letter dated October 21, 1989 submitted and signed by 30 citizens residing on Park View Lane and Stanley Circle. Residents are requesting the removal of the "no left turn" sign located at the Intersection of Stanley Avenue and State Highway 7. BRADFORD PUBLISHING CO. Correspondence/Reports. The Committee reviewed corre- spondence received from Merwyn B. Joens dated October 14, 1989 and the Monthly Report for September. MEETING DATES. 1. The meeting scheduled November 23rd has been cancelled, and the December meeting will be held December 14th at 3:30 P.M. FIRE DEPARTMENT: The Fire Department had no items for discussion at this time.
