RECORD OF PROCEEDINGS / Public Safety Committee May 25, 1989 Committee: Chairman Garrett, Trustees Aldrich and Dickinson Attending: All Also Attending: Mayor Dannels, Town Administrator Klaphake, Police Chief Racine, Fire Chief Rumley, Finance Officer Vavra, 1st Assistant Fire Chief Ford, Clerk O'Connor Absent: None Chairman Garrett called the meeting of the Public Safety Commit- tee to order at 2:00 P.M. FIRE DEPARTMENT: Potential Fire Hazard. Fire Chief Rumley briefed the Committee on standard operating procedure the Department follows during the threat of fire hazards due to extremly dry weather conditions. The Larimer County Health Department has advised they have placed a ban on "open burning" for this area until the snow falls. The Committee discussed a contingency plan whereby the Public Works Department could receive training to offer assistance to the volunteer firemen. Following discussion, the Committee recommends that, as a precautionary measure, the Fire Department and Town staff discuss options that may be available, returning to the Committee for additional consideration. POLICE DEPARTMENT: Intoxilyzer - Request authorization to purchase. Police Chief Racine reported the Department's intoxilyzer is in dire need of replacement. Parts are no longer available and this piece of equipment is essential to the Department's operation. The State bid for a Model 5000 breath instrument is $5,920. As adequate funds for this equipment are not in the budget, Chief Racine requested a budget amendment. Discussion followed, with the Committee recommending approval of the intoxilyzer from the State for $5,920, referring the proposed budget amendment to Finance Officer Vavra for inclusion with additional proposed 1989 budget amendments. One public hearing will be scheduled to consider all proposed amendments. Correspondence. The Committee reviewed correspondence between the residents of the Estes Park Apartments and Chief Racine concerning a clarification on parking in Parking Lot #13; letter from James Hawkins/City of Fort Collins Police Services concerning support of the Laramie River Valley Rendezvous, dated May 15th; letter from Edith James, Coordi- nator of Volunteers/Alternatives to Violence concerning a domestic incident involving Officers Kufeld and Repola; and letter from Dan Montgomery, President/CACP, dated May llth concerning contributions for the Drug Surveillance Grant. Reports. Chief Racine briefed the Committee on training and liability, and traffic signage. Full enforcement of all parking regulations will begin no later than June 15th. Chief Racine stated he is in the process of reviewing traffic patterns at the intersection of Stanley Avenue and Highway 36 (left turn from Stanley Avenue onto Highway 36). BRADFORO PUBLISHING CO. Should staff find a solution for the traffic flow in this area, the Committee authorized staff to present a recommendation directly to the Board of Trustees in lieu of the Committee. The Committee reviewed the monthly report for April, 1989. June Meeting. Chairman Garrett stated the June 22nd Commit- tee meeting has been cancelled. Should the need arise, a special meeting could be scheduled. There being no further business, Chairman Garrett adjourned the meeting at 2:55 P.M.
