RECORD OF PROCEEDINGS ✓ Public Safety Committee March 23, 1989 Committee: Chairman Garrett, Trustees Aldrich and Dickinson Attending: All Also Attending: Police Chief Racine, Town Clerk O'Connor Absent: Town Administrator Officer Vavra Lieutenant Emerine, Klaphake, Finance Chairman Garrett called the meeting of the Public Safety Commit- tee to order at 2:00 P.M. POLICE DEPARTMENT: Parade Permits. The Committee reviewed the following, standard parade permits: (1) Long's Peak Scottish Highland Festival, scheduled September 9, 1989, beginning at 9:30 A.M. The parade route will be on Elkhorn Avenue beginning at West Park Center to MacGregor Avenue. (2) Rooftop Fair and Rodeo, scheduled July 21, 1989, beginning at 10:00 A.M. The parade route will be on Elkhorn Avenue beginning at Elkhorn Lodge, terminating at the fairgrounds. The Commit- tee recommends approval of both permit applications. Personnel. (1) All summer personnel have been hired. Five of the six officers are returning to summer duty with the Department. (2) Following a swearing -in ceremony, the Committee welcomed John Koutsokous as (probationary) Police Officer I. Mr. Koutsokous was selected from a field of over 100 applicants; he will begin his employment on March 25, 1989. Parking/Traffic. The Committee reviewed an ordinance prepared by Town Attorney White pertaining to overtime and illegal parking. Overtime parking will result in a fine of $5.00/violation, and illegal parking will result in a fine of $10.00/violation. Parking regulations will apply to parking lots and traffic signs have been ordered. The Committee recommends approval of the ordinance. With regard to the State Highway Project involving Highway 7, Chief Racine reported construction has not caused severe traffic congestion. The Highway Department anticipates completion of the project prior to the summer tourist season. Correspondence. Various Beaver Point residents near the former "Back Forty" Restaurant, submitted a letter dated February 27, 1989 commending the Department for their outstanding work relating to the revocation of the restau- rant's liquor license. In a letter dated February 20, 1989, Paul Gaiser, Vice President/Aims Community College, confirmed the appointment of Chief Racine to the Ad Hoc Police Academy Advisory Committee. Chief Racine will assist in providing high quality vocational education offerings. The Committee commended Chief Racine on his appointment. Penne Ranglos, Chairman/PaCK, Inc. submitted a letter expressing appreciation to the Department for the $1,000 donation which will assist PaCK in obtaining the Jevon Thompson Drug Awareness Assembly for Estes Park Students. RECORD OF PROCEEDINGS Public Safety Committee - March 23, 1989 - Page two Chief Racine reported the donation was gathered from con- fiscated funds relating to drug arrests, and from the Elste Memorial Fund. Reports. The Committee requested Chief Racine obtain and supply copies of: (1) the summary report from the IACP Conference held March 1st and 2nd; and (2) the "failure to train" suit (Canton) relating to municipal liability. The Committee reviewed the monthly report for January 1 - February 28, 1989. Meeting Date. Due to a scheduling conflict, the next Committee meeting will be rescheduled from April 27th to April 25th. ESTES PARK VOLUNTEER FIRE DEPARTMENT. The Fire Department had no items for discussion at this time. There being no further business, Chairman Garrett adjourned the meeting at 2:15 P.M.
