RECORD OF PROCEEDINGS âś“Public Safety Committee *AMENDED August 31, 1989 August 24, 1989 Committee: Chairman Garrett, Trustees Aldrich and Dickinson Attending: All Also Attending: Mayor Dannels, Town Administrator Klaphake, Police Chief Racine, Finance Officer Vavra, Lieutenant Emerine, Art Anderson, Executive Director/EPURA, Clerk O'Connor Absent: None Chairman Garrett called the meeting of the Public Safety Commit- tee to order at 2:00 P.M. EPURA - REQUEST CROSSWALK ON EAST RIVERSIDE DRIVE. Art Anderson, Executive Director/EPURA, appeared before the Committee to request a crosswalk designation across East River- side Drive to tie into the handicap ramp and the existing walkway across Riverside Plaza. Such a designation would confine pedestrian traffic to a designated area as they traverse from the public restrooms to Riverside Plaza. Police Chief Racine is in favor of the request, and advised "flashers" or warning signs would be installed. Director Anderson has discussed this crossing with the State Highway Department. Discussion followed concerning potential alternatives, traffic delays, and liability, with the Committee recommending approval of the request, authorizing Chief Racine to discuss striping with the Public Works Department and proceed immediately. 1989 CHRISTMAS PARADE - DISCUSSION. Chief Racine advised there will be one Christmas Parade this year; it has been scheduled on November 24th. Traffic will be eliminated from the west curbline of MacGregor Avenue at Elkhorn, to the east curbline of Riverside Drive at Elkhorn Avenue (one block). The exit from Parking Lot #2 will also be closed. Traffic will be detoured around the library block, using MacGregor Avenue and Park Lane; major intersections will not be involved. Barriers will be removed immediately following the parade. The Committee recommends approval of the traffic sched- ule for the 1989 Christmas Parade. LONGS PEAK SCOTTISH HIGHLAND FESTIVAL - REVIEW. The Committee reviewed a letter dated February 23, 1989 submitted by Festival President Jim Durward whereby police support services were being requested during September 8 - 10, 1989. Chief Racine confirmed the six requests were similar to those approved for the 1988 Festival; however, two in lieu of six summer officers will be available. The Committee recommends approval of the request, as amended. McCREA FUND RAISER - DISCUSSION. Chief Racine reported Luke McCrea, age 11, was recently involved in a vehicular accident, and a group was seeking authorization to conduct a foot race to help defray medical expenses. As a representative did not appear to address this item, the Committee recommends the request be tabled, stating a special meeting could be scheduled should the need arise. BRADFORD PUBLISHING CO. Chief Racine reported he and Public Works Director Widmer are continuing their discussions on the signage at the Stanley Avenue/Highway 36 Intersection. The Department is also reviewing additional loading zones on West Elkhorn Avenue. Additional information will be available during the next Committee meeting. PARKS, PARKING LOTS - REFERRAL TO COMMUNITY DEVELOPMENT COMMITTEE. The Committee recommends official naming of various parks and all parking lots be referred to the Community Development Committee. REPORTS. The Committee reviewed miscellaneous correspondence received during July and August, and the Monthly Activity Report. ESTES PARK VOLUNTEER FIRE DEPARTMENT. The Fire Department had no items for discussion this month. There being no further business, Chairman Garrett adjourned the meeting at 2:26 P.M.
