Fire Chief Ford Dr. Sue Patton, Tim Stolts Susanne Beauregard, Executive Director/ Larimer County Humane Society Secretary Heifner Absent: Members Aldrich, Habecker Town Clerk O'Connor ESTES PARK VOLUNTEER FIRE DEPARTMENT Equipment Purchase - Chief Rumley stated the Department has solicited bids for a lights and siren package as follows: Galls - $ 824.95 NAPA Auto - $1,077.45 Authorization is requested to proceed with the purchase from Galls at a cost of $824.95. This amount is within budget and the Committee recommends approval. Chief Rumley reported that title to the new rescue truck has been delivered to the Town. The truck represents a $60,000.00 investment, paid for with donated funds. ESTES PARK POLICE DEPARTMENT Loading Zones - Authorization is requested to re-establish a loading zone on either side of East Elkhorn Avenue. Chief w.aw�x �o Racine has discussed this with the Public Works Department. The Committee concurs, noting further discussion to follow. • Hearing/Buckley - Margaret Buckley expressed concern regarding towing of her vehicle from Parking Lot #2, stating there are , ..,,,,..61,•..,.r,g) no parking restrictions in the lot. Chief Racine stated the vehicle was towed due to expired registration (9/89) and C3 • t. iP.,4pZ,, because the vehicle was leaking oil and transmission fluid onto the parking lot. Hospital Alarm - Al Osborne, representing Estes Park Medical Center, requested the Committee consider allowing the Medical Center to reinstall a panic alarm at the Police Department, to be monitored by the Department. Estes Park Medical Center will bear the cost of installing the alarm. The Committee recommends the alarm be installed. Traffic Study Recommendations 1) An East Elkhorn Avenue pedestrian crosswalk, consisting of a permanent structure with flashing amber light, be installed from the Municipal Building to Barlow Plaza at a cost of $4,400.00. Chief Racine stated the cost is approximately equal to that of hiring a summer officer to patrol this location. 2) A Stanley Avenue crosswalk at a cost of $1,700.00. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - October 25, 1990 - Page Two Chief Racine noted that drawings for both these recommendations have been reviewed with the Public Works Department. The Committee concurs with these recommendations, noting further discussion to follow. Todd Plummer/Estes Park submitted his recommendations and drawings regarding the flow of traffic from Prospect Avenue, along Stanley Avenue, to State Highway 7. Judy Kob/Estes Park expressed concern with: 1) The Riverside Drive/Moccasin Bypass intersection, suggesting a 2' diameter convex mirror be installed to assist motorists heading east on Riverside Drive; 2) Rockwell Street/Riverside Drive intersection, with the possibility of installing a "No Stop Necessary" sign for motorists heading east on Rockwell Street; 3) Riverside Drive/East Elkhorn Avenue intersection, delineating a continuous right turn lane onto East Elkhorn Avenue. John Adams/Estes Park also expressed concern with the Riverside Drive/Moccasin Bypass intersection. Staff noted that use of convex mirrors is not a recognized traffic engineering tool in Colorado, but stated that Moccasin is being monitored. Chief Racine stated that there will be an experimental project installed at the Riverside Drive/East Elkhorn Avenue location, consisting of upright, plastic delineators. The Committee will take all cormelits under advisement. At this time, the Committee recommends installation of a 4-way stop at the Riverside Drive/Moccasin Bypass intersection. Base Station Purchase - The Committee recommends approval of this purchase at a cost of $6,516.00. Humane Society - Dr. Sue Patton addressed the Committee regarding a proposed Humane Society in Estes Park. Tim Stolts presented proposed 1991 budgets for animal control both in Estes Park and in Larimer/Boulder Counties, along with sample agreements from Wellington, Fort Collins, Loveland and Larimer County. Various areas of concern were expressed by the Department of Wildlife, Police Department, Susanne Beauregard/Executive Director for the Humane Society of Larimer County, a representative of the Pet Association of Estes Park, and the public. Chairman Garrett requested Dr. Patton provide the Committee with a report indicating the proposed relationship between the Estes Park Pet Association and the Humane Society, and how each group would affect the other. Correspondence - 1) A letter from Philip W. Perry/U.S. Department of Justice, along with a position paper from the Department stating opposition to the proposed legalization of illicit drugs; 2) A letter agreement from Police Chief Racine accepting Eric Eyer as a trainee under the Youth Employment Program; 3) A letter from K. C. Longman of Erie, Pennsylvania, commending the Town and its Police Department for their assistance in the loss of his wrist watch while vacationing in Estes Park. Reports - A Police Department Activity Report for the month of September 1990 and Year -to -Date was submitted. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - October 25, 1990 - Page Three There being no further business to come before the Committee, Chairman Garrett noted the November Public Safety Committee meeting which is scheduled for the fourth Thursday in November, will be rescheduled to another date, due to Thanksgiving.
