RECORD OF PROCEEDINGS Public Safety Committee April 26, 1990 Committee: Chairman Garrett, Trustees Aldrich and Habecker Attending: All Also Attending: Town Administrator Klaphake, Police Chief Racine, Lieutenant Emerine, Fire Chief Rumley, 1st Assistant Fire Chief Ford, Clerk O'Connor Absent: None Chairman Garrett called the meeting of the Public Safety Commit- tee to order at 2:00 P.M. ESTES PARK POLICE DEPARTMENT. REQUEST APPROVAL OF RACE ROUTES: Great Spring Run -Off Festival. In a letter dated April 4, 1990, President Aspinall requested approval of the 5 and 10-K bicycle route, which includes Community Dr., Manford Ave. and Woodstock Dr. that will take place during the Great Spring Run -Off Festival May 19, 1990. Upon reaching State Highway 7, the course follows the bike path to Carriage and Lakeshore Drives, proceeding on Fish Creek Road. Highway 7 will remain open; however, the Sheriff's Department has indicated that they will close Fish Creek Road to all but local traffic. As the Department expressed no opposition to the request, the Committee recommends approval of the race routes, as submitted. Estes Park Elementary School. Steve Peterson, Elementary School Principal, requested authorization to close Brodie Ave. south of the school, proceeding east to the entrance of the June Patton Administration Building, onto school property. A nationwide project entitled America's Children Exercising Simultaneously (ACES) has been scheduled May 9 and will include a 1-mile run/walk. Closure would occur at approximately 9:45 A.M. - 11:00 A.M. The intent of the project is to promote physical fitness in students. The Committee recommends approval of the request. PARKING LOT CLOSURE. During their meeting February 15, 1990, the Public Works Committee was advised that an Antique Car Rally will take place May 26. To provide a parking/display area, Parking Lot #2 (Estes Country Kitchen Lot) will be closed. Chief Racine reviewed the site and stated the closure will provide a safe egress and ingress. Affected merchants have been advised of the closure and they are supportive of the event. "E911" EMERGENCY TELEPHONE SERVICE - INTERGOVERNMENTAL AGREEMENT. Chief Racine briefed the Committee on the E911 Intergovernmental Agreement concerning the implementation of the emergency telephone service. The agreement provides for the establishment of a separate legal entity known as the "Larimer Emergency Telephone Authority" and they shall be responsible for administering the operation of the program, and to define the manner in which each of the parties will participate in the Authority. Those parties participating in the agreement include Larimer County, Berthoud, Estes Park, Fort Collins, Loveland, Timnath, Wellington, and 11 various Fire Protection Districts. Town Attorney White has reviewed the Intergovernmental Agreement. The Committee recommends BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - April 26, 1990 - Page two approval of the Agreement, pending a revision to those effective dates included therein. REPORTS. Lieutenant Emerine briefed the Committee on the Command Management School he recently attended which was held in Richardson, Texas. The 11-week program addressed critical issues facing police departments in the 1990's, and included mid-term and final exams. Primary carriers have been advised of the new loading zones in the CBD and they have expressed their support. Parking in the middle of Elkhorn Ave. will no longer be allowed. The Committee stressed the need for a map identifying public parking. Chief Racine will prepare and distribute such a map prior to Memorial Day weekend, and groups such as the Accommodations Association may also be personally informed. The "Legal Risk Seminar" with speaker Randy Means is concluding this date. With 30 participants attending (and negotiation), the cost was reduced from approximately $3,000 to less than $2,000. Chief Racine reported the Department anticipates continuing projects of this nature on a yearly basis. The Committee reviewed the monthly report, complimenting the patrol force for their diligent efforts toward animal control. The Committee suggested said reports be provided to the Pet Association. Chief Racine will contact the State Highway to determine the status of the Traffic Study. The Committee suggested the study include review of a "right turn arrow" at the Intersection of Riverside Dr. and Elkhorn Ave. The Committee expressed their concern with the materials used in striping streets specifically pertaining to wear, and suggested the Public Works Committee review the use of state -of -the art materials such as 3M markings which may not fade as quickly. Miscellaneous correspondence was also provided and reviewed. ESTES PARK VOLUNTEER FIRE DEPARTMENT. INCORPORATION. Town Attorney White has prepared legal documents whereby the Fire Department will be incorporated, obtain a non-profit status and Tax ID number. Chief Rumley advised the first meeting of the Board of Directors has been held, and when all documents are finalized, a copy will be submitted to the Town as part of the official records. MUTUAL AID AGREEMENTS. Following a brief discussion, the Committee recommends they review all existing Mutual Aid Agreements to ensure they are in force. Said review will be conducted during the June Committee meeting. NFPA 1500 STANDARDS/CURRENT STANDARD OPERATING PROCEDURES. As recommended during the Committee's meeting in March, Town Attorney White reviewed the aforestated standards and procedures. Pursuant to the legal opinion, the Committee finds BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - April 26, 1990 - Page three the following: (1) that they are aware of the existence of the national standards and the Department's operating procedures; (2) that the procedures are similar to the NFPA 1500 Standards; and (3) that the Department is continuing to develop and implement said procedures as time allows. REPORTS. Chief Rumley reported bids have been received for fire equipment. The bids will be reviewed by the Committee in June. As a scheduling conflict has occurred, the Committee meeting in May (May 24) has been cancelled. (If necessary, a special meeting could be scheduled). A Letter of Appreciation will be issued to Trustee Dickinson for his contributions to the Public Safety Committee during the past two years.
