PARKING - DISCUSSION. The Committee reviewed the following parking proposal for the 1990 season: Loading Zones 1. All delivery zones will be signed for 24-hour use. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - January 25, 1990 - Page two 2. Four (4) loading zones will be established on West Elkhorn Avenue. This will be accomplished by removing the first two (2) parking spaces in each parking area westbound on West Elkhorn, utilizing the space west of Lord Latigo, across from the Water Wheel, and removing the first two (2) parking spaces eastbound on West Elkhorn past the gasoline service station. 3. Establish an additional loading zone on Cleave Street, behind the Old Church Shops on the north side of the street. The ten (10) on -street spaces dedicated to these 24-hour loading zones will be offset by the gain of 10 spaces in the Ice House Parking Lot. The Committee recommends approval of the loading zone proposal. Bollards: 1. Suggest the bollards not be installed on Elkhorn Avenue due to complaints received from the trucking industry which has generally resulted in the drivers not using the designated loading zone spaces. The consensus of the Committee was that tephaps aR"selected" use of the bollards be considered, suggesting an opportunity to review and comment (possibly address any pedestrian concerns). RECORD OF PROCEEDINGS Public Safety Committee - January 25, 1990 - Page three ANIMAL CONTROL - DISCUSSION. The Committee reviewed a letter dated January 16, 1990 submitted by Mr. and Mrs. John Roberts, 720 South Lane. In summary, Mr. and Mrs. Roberts were requesting the Department again hire a full-time animal control officer. Mr. and Mrs. Hugh Speed addressed the Committee citing instances where, in their opinion, there was a definite need to hire such a full-time individual. Chief Racine commented that at the time the animal control officer resigned, he reviewed the position and determined the community would best be served by including animal calls in the duties of all the officers. Chief Racine acknowledged there may be room for improvement in this area, and requested the Depart- ment be given a three-month period to upgrade the services related to animal control. In addition, Chief Racine confirmed that the Department does have a cage for use by community in trapping stray animals. The Roberts also requested the Depart- ment hire a female to fill any future positions for police officer. Following discussion, the Committee recommends the Department be given the 3-month trial period requested by Chief Racine. REPORTS. The Committee reviewed the monthly reports for December, 1989. ESTES PARK VOLUNTEER FIRE DEPARTMENT. The Department had no items for discussion at this time. There being no further business, Chairman Garrett adjourned the meeting at 3:20 P.M. %, a.0 4) Vickie O'Connor, Town Clerk January 29, 1990 - Amendment to minutes dated January 25, 1990 VEHICLE BIDS - AUTHORIZATION TO PURCHASE. Staff advised Chief Racine that an incorrect base price for the 1990 Chevrolet Caprice was submitted. The Committee reviewed the price of $12,982.75 for this vehicle; the correct price is $13,470.46, thus the total expenditure is $28,213.46. The total budgeted amount was $28,000; however, three patrol cars will be liquidated which will offset the deficit. Consensus of the Committee, obtained during a conference call, was that staff be authorized to purchase the vehicles, as identified.
