All
Mayor Dannels, Trustees Barker and Hix,
Town Administrator Klaphake, Police Chief
Racine, Mr. and Mrs. Ed Peterson, Clerk
O'Connor
Absent: Trustee Dickinson
Mr. Peterson requested a meeting with the Committee to respond to
questions concerning the performance of the Police Chief and
Department, specifically pertaining to Mr. Peterson's property
known as Trout Haven Motel, and cases involving Mr. Peterson's
complaints.
Chairman Garrett called the meeting to order at 2:00 P.M., advising
Mr. Peterson he would be given one (1) hour for testimony, which
would be followed by a private Committee discussion (approximately
1/2 hour). As Mr. Peterson failed to produce any documentation
prior to the meeting, any such documentation presented at this time
would be reviewed at a later date --not during today's meeting.
The Committee viewed a video filmed by Mr. Peterson and heard
concerns pertaining to: drainage (an existing ditch is being
blocked, resulting in drainage on Mr. Peterson's property),
harassment, loud music, obscene gestures, barking dogs, property
damage to a fish shack, gate, dam, lights, and fence), all relating
to adjacent neighbors. In Mr. Peterson's opinion, the Town did
have liability concerns with the drainage problem.
Issue - Determine whether Town staff acted appropriately.
Mr. Peterson was dismissed.
The Committee instructed Town Attorney White to prepare and submit
a letter to Mr. Peterson stating: (1) the Department will continue
to respond to any requests for assistance with regard to Mr.
Peterson's concern over dogs on neighboring property, (2) the
Department will continue to investigate the property damage
incident of July 20, 1990; (3) the Town will attempt to have the
responsible parties reconcile the water drainage situation; and (4)
the Committee and other members of the Town Board, emphasize that
in their opinion, Chief Racine and his Department have handled all
concerns raised on this issue in a professional and competent
manner.
There being no further business, Chairman Garrett adjourned the
meeting at 4:05 P.M.
