Emerine, Fire Chief Rumley, Finance Officer Vavra, Lisbie Goelz, Michael Eyeman, John Dunfee, Clerk O'Connor Absent: None Chairman Garrett called the meeting of the Public Safety Commit- tee to order at 2:00 P.M. ESTES PARK POLICE DEPARTMENT. EMPLOYEES. (New) Town Clerk O'Connor conducted a "swearing in ceremony" for the the Police Officer I Position: Michael Eyeman and John Dunfee. The Committee welcomed the officers to the Department/Town. (Resignation) Craig Greenman officially resigned his position June 27, 1990 as Police Officer II to relocate out of state. 1990 BUDGET AMENDMENT. In lieu of a "call check" recorder which was budgeted in 1990 ($6,000), Chief Racine requested the budget be amended to authorize an interface to the Larimer County Sheriff Department's database, including the Detention Center and DMV files. A cost estimate is $4,500. The record- er will be included in the 1991 Budget. The Committee recom- mends approval of the budget amendment. TRAFFIC STUDY. The Department is in receipt of Phase I of the State Highway Traffic Study, which primarily addresses signage and lane usage. Phase II will address traffic routes. Staff has advised the Highway Department of the Town's priorities and it is anticipated the study will be completed by the end of July. Additional information will be forthcoming. VICTIM ASSISTANCE AND LAW ENFORCEMENT (V.A.L.E.) GRANT. Police Secretary Cochrane requested and received a grant in the amount of $8,000 from the V.A.L.E. Board to fund a part-time Victims Assistance Coordinator Assistant. Chief Racine introduced Lisbie Goelz who will fill the position July 14. The Committee expressed their appreciation to Ms. Cochrane for obtaining this grant, and welcomed Ms. Goelz. LONGS PEAK SCOTTISH HIGHLAND FESTIVAL. The Committee reviewed the police support requests submitted by Festival President Jim Durward, and recommends approval of the following: One (1) seasonal police officer for the weekend of September 7 - 9, 1990. The parade route from West Park Center to MacGregor Avenue to Park Lane at 9:30 A.M. on September 8. Seasonal police officer to perform traffic patrol on Highways 7 and 36, and Highway 7 and Manford Avenue following the parade, and Highway 36 and Community Drive the entire weekend. Prohibiting parking on Community Drive September 8 and 9. BRAOFORO PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - June 28, 1990 - Page two The Committee denied the request to provide police security on the grounds September 8 and 9, and acknowledged the shuttle bus pickup in the Transit Center to the Estes Park Fairgrounds all weekend. PARADE PERMIT - CIRCLE J MORGAN HORSE ASSOCIATION. The Committee reviewed the parade route for the aforementioned association scheduled at 11:00 A.M. July 13, 1990. The Committee recommends approval of the permit pending receipt of an adequate Certificate of Insurance. "WELCOME" BROCHURE. The Committee reviewed the "Welcome to Estes Park" brochure prepared by both the Fire and Police Departments which will be posted on all public bulletin boards. The brochure provides information on emergency services, parking, pets, skateboarding, bicycles, open burn- ing, and vehicle/pedestrian traffic. Chief Racine will provide copies of the brochure to the Accommodations Asso- ciation for their use. CORRESPONDENCE. The Committee reviewed various correspondence received during the month, noting the stray dog issue appears to be resolved. ESTES PARK VOLUNTEER FIRE DEPARTMENT. EQUIPMENT BIDS. The Committee reviewed bids submitted by Motorolla for the following: TA 3500-I1 Battery Analyzer $1,091.50 MT 1000 Portable Unit $ 668.00/ea. Chief Rumley requested authorization to purchase five (5) portable units, advising adequate funds were available for all the equipment in the 1990 Budget. The Committee recommends approval of the total expenditure of $4,431.50. MUTUAL AID AGREEMENTS. The Committee reviewed the current agreements with the National Park Service, and the Fire Protection Districts of Allenspark and Pinewood Springs. All agreements were current, and the Committee requested Chief Rumley contact the Glen Haven Fire Protection District in an effort to obtain a written agreement for that area. FUTURE BUDGET REQUESTS. Chief Rumley stated certain items contained in the 1990 Budget required prior Committee ap- proval, and that often "sale items" become available. As time is of the essence in those instances, Chief Rumley requested authorization to discuss such items with Town Administrator Klaphake and Finance Officer Vavra in lieu of waiting for a Committee meeting. The Committee recommends approval of the request, directing Chief Rumley to report such purchases during a regularly scheduled meeting.
