Chairman Garrett called the meeting of the Public Safety Committee to order
at 2:00 P.M.
ESTES PARR POLICE DEPARTMENT.
Humane Activity/Animal Control. Tim Stolts presented a proposal whereby
he would contract with the Town to create a viable entity for humane
activity and animal control. Discussion included:
1. Use of a fish hatchery building as a dog impound/kennel.
2. The proposed entity would:
• Receive funding from sources such as
license/impound/boarding fees, and Town, Pet Association
and Larimer County.
• Hire its own employees and pay workers compensation.
• Request their officers to be commissioned which would
enable them to issue tickets, etc. Said commission would
clearly specify their duties.
• Operate 24 hours/day/7 days/week/12 months/year.
• Lease Town equipment, and use the Department's
dispatching facilities.
• Manage all facets of humane control, i.e.: community
education, barking dogs, dog bite investigations, issuing
summonses, etc.
In Mr. Stolts' opinion, the benefits to the community include full-time
staffing, improved Town image pertaining to humane control, education,
plus offenders may be less apt to oppose said summonses.
Dr. Patton stated that her office receives numerous calls pertaining to
animal control; in addition, in her opinion, the Town is surpassingiher
her
facilities. As euthanasia is not funded, this service is being p

by Dr. Patton.
Following discussion, the Committee recommends Mr. Stolts prepare and
submit a complete study which will include: comments from
the
he
Department of Wildlife, Police Department,
differences/benefits for the Town, and comparison studies from other
municipalities where this program is operating.
STUDENT WORK STUDY PROGRAM. The School District has proposed a work
study program whereby a student would spend approximately 2 hours/day
(1:15-3:30 P.M.) at the Department exploring the possibilities of a
career in law enforcement. Duties would include,

verbally and in writing that the student would only participate in non-
hazardous career exploration. Following discussion, the Committee
recommends approval of the program contingent upon execution by both
parties of a written document containing the aforestated provision
relating to non -hazardous duties.
STUDENT SAFETY PATROL PROGRAM. Middle School students and P.T.A.
Members intend to discuss the implementation of such a program that
would authorize students to patrol within approximately one (1) block of
the immediate school vicinity. Pedestrian and bicycle safety education
for the school system would also be included. Education materials and
assistance is provided by Triple A, and Chief Racine reported an officer
has expressed an interest in providing coordination assistance. The
Department would fund training expenses, and the School District would
fund any liability. Based upon the success of the program, Phase II
with volunteer adults acting as cross -guards for the more hazardous
intersections past the immediate school vicinity, could be implemented.
Discussion followed, with the Committee recommending approval of said
program.
Correspondence. The Committee reviewed correspondence received from
Karen and Richard Berdinner, Mark K. Shanklin, Jim Work, Stanley Heights
Property Owners Association, Paul and Annie White, and the Juvenile
Justice Consultants.
Monthly Reports. The Committee also reviewed the monthly reports for
August, including the quarterly Victims Assistance Report submitted by
Lisbie Goelz.
ESTES PARK VOLUNTEER FIRE DEPARTMENT.
Ladder Truck. Fire Chief Rumley reported that the ladder truck is not
in compliance with OSHA regulations due to fatigue cracks and dents.
Options include:
1. Repair the existing truck for an estimated cost of $60,000,
plus transportation to and from Austin, Texas.
2. Pursue the purchase of a replacement unit for an estimated
cost of $350,000. This option includes a lease -purchase plan.
3. Surplus the truck, and accept the
insurance rating, and insurance rates.
