Chairman Garrett called the meeting of the Public Safety Commit-
tee to order at 2:00 P.M.
ESTES PARK VOLUNTEER FIRE DEPARTMENT:
National Fire Protection Association (NFPA) 1500. The NFPA
1500 is OSHA's Occupational Health and Safety Act covering
firemen. The act will soon be executed by the Governor, and
Fire Chief Rumley requested the Town ratify the NFPA 1500
and the Department's proposed Implementation Plan. Follow-
ing discussion, the Committee recommends this item be tabled
pending review of the documents by the Committee and Town
Attorney.
Hazardous Material. Chief Rumley reported an OSHA regu-
lation addressing police officer response to hazardous
material will become effective March 1, 1990. In an effort
to save money and bring the Police Department Officers into
compliance by March 1st, Chief Rumley offered to provide
hazardous material training to the Estes Park Police Offi-
cers. The Committee recommends acceptance of Fire Chief
Rumley's assistance in providing the training; Police Chief
Racine will arrange the schedule.
POLICE DEPARTMENT:
PERSONNEL
Resignation. Chief Racine advised that Officer Craig
Mansanares has submitted his resignation effective February
7, 1990. Officer Mansanares began his employment with the
Department May 27, 1988 and now intends to continue his
education. The Committee expressed their appreciation to
Officer Mansanares for his service to the Town.
Replacement. The Department will be accepting applications
to fill the position vacated by Officer Mansanares, and the
Committee reviewed the employment ad.
Summer Personnel. The Department has approximately 8
applications on file for summer personnel. Interviews will
be conducted in the near future. The Department will not
hire individuals strictly designated for "parking personnel"
this year.
As is standard operating procedure, qualified male and
female applicants will be considered as potential hirees for
all vacancies within the Department.
Traffic Engineering Assistance Program - Discussion. In a
letter to the State Highway Department, Chief Racine re-
quested information on the State's Traffic Engineering
Assistance Program. The Committee reviewed a letter dated

January 31, 1990 submitted by J. David Jessup, Plans and
Safety Engineer/Colorado Department of Highways, confirming
that the Highway Department does offer such a Traffic
Engineering Assistance Program and that it involves the
review of signing, signals, marking, parking, etc. on a city
street system. The State also reviews specific concerns or
problems that a city may have; however, their primary
concern is improving safety. The Estes Park study could be
conducted in the spring or summer of 1990. Chief Racine
commented that any major changes on the U. S. Highway 34/36
Bypass or State Highway 7 may not occur during the 1990
tourist season pending actual receipt of the engineering
study. The Committee recommends the Highway Department
proceed with the study. Chairman Garrett suggested Chief
Racine form an "in-house" task force to review various
aspects of the study.
Animal Control - Report. The Committee reviewed the 1990
January and February Animal Reports. The Committee and
Chief Racine recognized the diligent response efforts
expended by the Department on animal control calls. Dis-
cussion included a brochure or pamphlet specifically de-
signed to address Public Safety issues that could be dis-
tributed through the Accommodations Association.
Drug Abuse Resistance Education (DARE) - Report. Investiga-
tor Repola briefed the Committee on DARE'S progress to date:
(1) 12-17 weeks of classroom activity addressing DARE's
principals have been presented; (2) the 5th grade class, of
approximately 86 students, will culminate in May; (3)
approximately 24 Fourth grade students are receiving curric-
ulum aimed at their level, and it is anticipated the class
will increase by the end of the year; (4) approximately 1
week/quarter is spent with 7th grade students; and (5)
informal time, including dedicated classroom activity, is
spent at the high school. The Committee reviewed a video
produced by Hanna Barbara which is designed to teach chil-
dren decision -making skills and responsibility regarding
drugs. The Committee commended Investigator Repola on a job
well done.
Correspondence. The Committee reviewed correspondence
submitted by Peter Marsh/Second Wind regarding the February
1990 issue of "Travel Holiday."
Monthly Reports. The Committee reviewed the 1989 Activity
Report, which in summary, indicated there were 256 felony
arrests compared to 307 in 1988; 111 misdeanors compared to
138 in 1988; and 35 juvenile apprehensions compared to 33 in
1988. Traffic citations were 416 as compared to 383 in
1988. In general, crimes, including assault, burglary, and
larceny decreased during 1989.
There being no further business, Chairman Garrett adjourned the
meeting at 2:40 P.M.
