RECORD OF PROCEEDINGS Public Safety Committee September 26, 1991 Committee: Chairman Garrett, Trustees Aldrich and Habecker Attending: Also Attending: Chairman Garrett, Trustee Habecker Town Administrator Klaphake, Police Chief Racine, Fire Chief Rumley, Clerk O'Connor Absent: Trustee Aldrich Chairman Garrett called the Committee meeting to order at 2:00 P.M. FIRE DEPARTMENT: Equipment. Chief Rumley reported on the purchase of new fire equipment for $5,626.46. As previously authorized by the Committee, such purchases are allowed contingent upon notification/approval from Administrator Klaphake and Finance Officer Vavra. Such approval was obtained and the equipment has been delivered. The Committee acknowledged the equipment purchase. POLICE DEPARTMENT: Parade Permit. Chief Racine reported that, by means of telephone confirmation with the Committee August 28th, he approved a Parade Permit for Americade; the parade was held September 6th. Animal Control Contract. Dr. Sue Patton/Estes Park Animal Clinic has requested she be relieved of the Animal Pound Contract which expires December 31, 1991. Chief Racine has secured an Agreement with Dr. Patton whereby animal pound services will be continued beyond the December expiration date, on a month -to -month basis, until such time as other facilities are available. Upon completion of his new clinic, Dr. Rick Dill/Animal Medical Center, will be able to provide this service. The Committee reviewed an Agreement with Dr. Dill which was prepared by Town Attorney White. Trustee Habecker declared a potential "conflict of interest" and stated he would not participate in discussion. Chief Racine confirmed that the Agreements will not overlap. The Committee (Chairman Garrett) recommends approval of the Agreement between the Animal Medical Center and the Town. Traffic Projects. The Public Works Department anticipates removing the "bollards" placed on Elkhorn Avenue, and removing the flashing pedestrian crossing sign on East Elkhorn pending confirmation by the Committee. Chief Racine requested all four (4) loading zones on either side of Elkhorn Avenue be tie retained. Following discussion, the Committee recommends: Cc.�'(1) said bollards'be removed; (2) -the-pedestan-cress-i.$g-sign (3) all four loading zones remain in place. The Committees is aware of the potential traffic hazard should snow removal become necessary; however, the intent is to ensure public safety up to and during the high volume of pedestrian traffic attending the Christmas Parade. Reports. The Committee reviewed an extensive quarterly report on the Victims Assistance Program. In her report, Lisbie Goelz, Director, reported that additional pagers will be BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - September 26, 1991 - Page 2 requested from local service organizations. Additionally, the Director is seeking funding through the V.A.L.E. Grant for a computer system. Office space should also be addressed. The Committee commended the Director for a job well done, particularly in relation to the Community Outreach Program. The Committee reviewed monthly reports for August, and the Department will promote the Bicycle Registration Program in the near future. In response to correspondence pertaining to Summer Officers, Chief Racine reviewed training procedures: Summer Officers are obtained from UNC where they receive traffic control training. Upon joining the Department, they receive orientation instruction from full-time officers. Trustee Habecker suggested staff contact the State Highway Department and request the time delay on the signal for the East/West bound traffic be reduced. The North/South traffic lanes are being congested. Chief Racine will discuss this suggestion with the Highway Department and advise.
