RECORD OF PROCEEDINGS
PUBLIC SAFETY COMMITTEE
April 25, 1991

Chairman Garrett called the Committee meeting to order at 2:05 P.M.
GREAT SPRING RUNOFF - REQUEST APPROVAL OF RACE ROUTES.
Mike Borland, representing the Estes Valley Spring Fest, Ltd., appeared before the Committee advising of the
following events:
Saturday. May 18. 5K, 10K events, using Community Drive from the Manford Avenue gate to Highway 7
foot/bike path. The 10K events will follow the path to Carriage Drive, Lakeshore Drive and Fish Creek
Road, returning on Brodie Avenue to Community to re-enter the same gate. All events will begin at 9:00
A.M. and conclude by 12:00 Noon.
Sunday, May 19. The criterium will begin on Park Lane(in front of the Bank), proceed up Virginia Avenue
to Big Horn and onto Wonderview; returning on MacGregor to Park Lane. This event follows portions of
the former "Coors Classic" route, and it will begin at 10:00 A.M., and, depending upon the number of
entrants, it will end at 2:00 P.M. It is anticipated the course will be closed to traffic between 9:00 A.M. -
1:30 P.M.
Events on May 18 are similar to those held in 1990. The Festival has been expanded to use Bond Park on May 19,
and Mr. Borland reported that concerns expressed by merchants and residents along Park Lane have been addressed.
Discussion concerning insurance coverage followed, with the Committee recommending approval of the events,
as presented, contingent upon: (1) approval of insurance coverage (by Finance Officer Vavra), (2) placement
of straw bales at the corner of Park Lane and MacGregor Avenue, and (3) the Public Works Department
sweeping the route to be used on May 19th, possibly using the flusher truck.
SHOOTING INCIDENT - UPDATE.
Chief Racine reported that both officers involved in the shooting incident March 19th are doing well, and that the
assailant has been charged with two counts of first degree assault, which includes a $100,000 bond.
BODY ARMOR - REPORT.
Chief Racine stated that pursuant to recent television reports, he requested the vendor of the vest used by the
Department to confirm that the vest does indeed stop bullets as advertised. The vendor responded by providing a
representative from the manufacturer to physically test the vest in Estes Park. Following tests (which exceeded
limitations on this vest) Chief Racine was convinced that the vest performs as advertised, and he has since written
an article for American Body Armor stating his satisfaction.
CORRESPONDENCE.
The Committee reviewed various correspondence. Regarding the letter written by Kevin Schwery concerning a
crosswalk in the 100 Block of Elkhorn Avenue, the Committee commented that sufficient evidence warranting review
of the crosswalk was not presented and no further action would be taken at this time.
