RECORD OF PROCEEDINGS âś“PUBLIC SAFETY COMMITTEE June 24, 1991 Committee: Chairman Garrett, Trustees Aldrich and Habecker Attending: Chairman Garrett, Trustee Habecker Also Attending: Town Administrator Klaphake, Police Chief Racine, Fire Chief Rumley, Deputy Clerk Heifner Absent: Trustee Aldrich Chairman Garrett called the meeting to order at 3:30 P.M. POLICE DEPARTMENT ORGANIZATION CHART. Chief Racine submitted an organization chart indicating a structure change in department administration. PROMOTION. Effective June 24, 1991, Sgt. Gregg Filsinger was promoted to Lieutenant of Operations. TRAFFIC PROJECTS. Pedestrian Signal from Municipal Parking Lot to Riverwalk. Regarding the crosswalk from the municipal parking lot to the Riverwalk and the number of complaints received regarding motorists who do not yield to pedestrians, or an officer's signal, (particularly those from out of state who are not familiar with Colorado law to stop for crosswalks) the Committee recommends a yellow flashing light and temporary sign be installed in the middle of the crosswalk to assist the officer stationed at this location, said recommendation to be used as a transition to 1992, at which time it is anticipated the municipal parking lot will be redesigned, as well as the crosswalk's entry. CORRESPONDENCE. The Committee reviewed various correspondence, including a letter to Dave Essex/Rocky Mountain National Park stating that, due to Police Department liability, the Town will be unable to accept extra agency prisoners unless the arresting agency supplies a guard to be with the prisoner(s) for the duration of their incarceration. Chief Racine further stated that neither the Police Department nor Sheriff's Department are holding prisoners at the Town facility, as adequate manpower is not available for appropriate monitoring. Chief Racine also submitted a copy of a letter written to Lonigan's, stating it would be advisable for their personnel to be more thorough in checking ID's, both for age and authenticity. He also noted it is important that any physical altercation be reported at the time it occurs; otherwise, the real ramifications and/or extent of injuries may not be immediately determinable. FIRE DEPARTMENT EQUIPMENT BID. Sale of 1947 LaFrance Truck - Chief Rumley requested this item be tabled until more bids are received. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - June 24, 1991 - Page 2 Chief Rumley stated a bill will be submitted to the appropriate party for the absorbent booms ($1,100.00) and fifty -sixty man hours expended at the gasoline contamination site. Chairman Garrett complimented Victim Assistance Coordinator Goelz on her recent Trail Gazette article. There being no further business, Chairman Garrett adjourned the meeting at 4:05 P.M.
