RECORD OF PROCEEDINGS ✓Public Safety Committee July 25, 1991 Committee: Chairman Garrett, Trustees Aldrich and Habecker Attending: Chairman Garrett, Trustee Aldrich Also Attending: Trustee Barker, Town Administrator Klaphake, Police Chief Racine, Public Works Director Linnane, Clerk O'Connor Absent: Trustee Habecker Chairman Garrett called the Committee meeting to order at 2:00 P.M. POLICE DEPARTMENT. Fall River Road - Request for Speed Limit Reduction. Mike Wallace/Blackhawk Lodges, 1750 Fall River Road, appeared before the Committee requesting the 45 MPH speed limit be reduced to 35 MPH from the 34/36 Junction at Fall River Road to the National Park boundary. In addition, Mr. Wallace requested "yield to pedestrian" and "heavy side road traffic" highway signs. Due to the significant number of accommodations, sharp, blind curves, and high concentration of wildlife, pedestrians may be at risk while attempting to cross the road in this area. Karla Harding/State Highway Engineer, confirmed that the State Highway Department maintains jurisdiction of Fall River Road, and that speeds are based upon an engineering study. Jim Graves/Sunnyside Knoll, reported that traffic accidents have resulted in two deaths on this portion of the road, and that a petition had been signed in the past requesting the speed limit be reduced. Discussion followed, with the Committee recommending: (1) the State Highway Department conduct an engineering study for the area in question and discuss such with Chief Racine; and (2) Mr. Wallace consider the possibility of replacing existing "motel area" with "pedestrian crossing" highway signs with the State Highway Department in an effort to reduce "sign pollution." Acacia Drive - Request to Remove "No Parking" Signs. The Committee reviewed a letter signed by eight residents of Park Ridge Apartments/1250 Acadia Drive, requesting the "no parking" signs on each side of the street be removed. The signs are in front of the apartment complex, thus parking is not allowed the entire length of the building. The Committee reviewed a memorandum dated July 22, 1991 prepared by Public Works Director Linnane. The Committee recommends the removal of the "no parking signs" along the south side of Acacia, adjacent to the apartment complex, and retaining the signs along the north side of said street. Correspondence. The Committee reviewed various correspondence, including a letter from Messrs. Arms and Crowley/Lonigans relating to potential liquor code violations. Chief Racine commented that the Department does recognize that the aforementioned are attempting to rectify operations at Lonigans. The Committee reviewed monthly reports for June and enforcement procedures pertaining to length of stay in parking lots. ESTES PARK VOLUNTEER FIRE DEPARTMENT. The Fire Department had no items for discussion.
