Chairman Garrett called the Committee meeting to order at 2:00 P.M.
FIRE DEPARTMENT
NEW FIRE TRUCK
Administrator Klaphake summarized a May 21, 1991 memo to the Public
Safety Committee, noting the following options:
1. Repair 1947 LaFrance (not feasible).
2. Purchase new fire/aerial truck (approximate cost =
$350,000-$375,000).
3. Retrofit existing 1983 Spartan General Pumper with aerial
application (approximate cost =
$110,000-$115,000).
4. Purchase used fire aerial. An example is a truck from
the City of Colorado Springs (cost = $275,000).
Member Habecker suggested staff determine the 1983 Spartan's trade-
in value. Chief Rumley reported the Colorado Springs truck was
sold and stated the City had been paying an average of $10,000/year
for ladder maintenance on the truck. A retrofit of the existing
Spartan will require a total redesign, placing the truck out of
service for approximately six months.
Chief Rumley reviewed the present fleet and noted there is no
contingency in the Town's or Fire Department's budgets for new
equipment. For insurance purposes, the Department should add
another truck, in addition to keeping the present fleet.
There are no budgeted plans for a new fire hall in the near future
and discussion followed regarding relocation of present and
proposed new equipment.
The Committee recommends staff contact Boettcher & Company with
respect to alternative methods of financing and proceed with sale
of the 1947 LaFrance by declaring the truck surplus and selling it
to the highest bidder on or before August 1991.
POLICE DEPARTMENT
STRIPING PROJECT
Public Works Director Linnane recommended the epoxy paint striping
project be scheduled for Spring 1992, at which time the Colorado
Department of Highways anticipates contributing $25,000 to the
project. The CDOH recommends the crosswalk from Ed's Cantina to
the Estes Park Bank be eliminated at the same time the epoxy
painting is performed. Director Linnane noted that future plans
are to redesign the municipal parking lot, as well as the entry

from this lot onto the crosswalk to Brownfield's.
ROOFTOP RODEO
The Committee recommends approval of the July 17, 1991 Rooftop
Rodeo proposed parade route, i.e. West Elkhorn from Elkhorn Avenue
down Highway 36 to Highway 7 and east on Manford Avenue to the
fairgrounds. The parade will begin at 10:00 A.M.
RED ZINGER
The Committee recommends approval of July 16, 1991 Red Zinger Mini
Classic bicycle event and its proposed routes. The event is
scheduled from 4:00 P.M. to 8:00 P.M.
SUMMER PROGRAM
Eight summer officers have been hired for 1991, four of which are
returnees. Summer officers will begin their duties on Memorial Day
weekend.
CORRESPONDENCE
The Committee reviewed various correspondence, along with the
Police Department's year-to-date activity report.
There being no further business, Chairman Garrett adjourned the
meeting at 3:10 P.M.
