RECORD OF PROCEEDINGS Public Safety Committee October 24, 1991 Committee: Chairman Garrett, Trustees Aldrich and Habecker Attending: Chairman Garrett, Trustee Habecker Also Attending: Town Administrator Klaphake, Police Chief Racine, Fire Chief Rumley, Clerk O'Connor Absent: Trustee Aldrich Chairman Garrett called the Committee meeting to order at 2:00 P.M. POLICE DEPARTMENT. 1991 Christmas Parade. The Committee reviewed a Parade Permit for the 1991 Christmas Parade which will be held November 29, 1991 from 6:00 P.M. - 8:30 P.M. Approximately 25 floats, 4 bands, and the like, will assemble on Cleave Street, continue to Spruce Drive, along West Elkhorn Avenue and conclude at the Parks Department Office east of the Chamber of Commerce Building. Affected merchants along Cleave Street will be notified that the street will be closed at approximately 6:00 P.M. November 28th through the time of the parade. The Committee recommends approval of the parade route, as presented. The Committee noted the large attendance the Christmas Parade attracts in one day versus the ski area. November Meeting Date. Due to scheduling conflicts in November, the Committee recommends scheduling the next meeting on Wednesday, November 20 at 3:00 P.M. FIRE DEPARTMENT. Acquisition of New Fire Truck - Discussion. Equipment. Chief Rumley stated that the 1947 LaFrance Fire Truck was taken out of service in 1990. The Department has researched retrofitting an existing 1983 truck; however, the cost is approximately $115,000. Purchase of a used aerial fire truck would cost approximately $300,000. A demonstration unit: Sparton Baron (cab and chassis), 75' Aerial Apparatus, 1,500 gpm pump and 300 gal. tank ladder truck is available for $357,000. Insurance Rating. The Town's current insurance fire rating is six; without this necessary equipment, the rating could be reclassified to nine. Chief Rumley provided an illustration of homeowner's rates comparing a rate change from Class 6 to 9 that concluded that the average increase from seven various underwriters would be $166.00/household/year. Commercial rates would also be substantially higher. Financing. Cost of the "demo" truck = $357,00; a 10% downpayment = $35-,000; debt service = approximately $54,000/year. Administrator Klaphake reported that the 1992 Budget does contain $54,000 which can be used for debt service (the unit would be financed over seven years). As there are no funds budgeted in the 1991 Budget, Chief Rumley advised that if the acquisition is approved, the Fire Department will launch a fund-raising campaign in an attempt to raise $75.000 by the first of the year. The Department would be prepared to begin the campaign immediately. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - October 24, 1991 - Page 2 The Committee questioned funding alternatives, i.e. raising property taxes, and the urgency of proceeding without delay. The Department, via the Estes Park Volunteer Fire Department, Inc., has completed all documentation and is now a qualified non-profit organization with respect to its ability to accept tax deductible contributions. Recommendation. The Committee recommends proceeding with: (1) the acquisition of the aerial ladder truck in the amount of $357,000, (2) the financing option as presented, to include the fund-raising campaign, adjusting the 1991 Budget to authorize the $35,000 downpayment expenditure, and (3) due to the urgent nature of the request, a Special Town Board meeting be scheduled on Wednesday, October 30 (study session at 12:00 Noon/Administration Conference Room, special meeting at 12:45 P.M./Board Room) to act upon the Committee's recommendations.
